Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Systems Specialist 4, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-23 and deemed eligible for transfer to Health Systems Specialist 4, G-25 under Section 70.1 of the NYS Civil Service Law. 70.1 source titles include Consultant Nurses, Principal Sanitarian, Health Program Administrator 1, Standards Compliance Analyst 2.
Provisional Candidates: Current NYS Department of Health employee with one year permanent or contingent-permanent, competitive status as Community Nursing Services Consultant (Home Health Services), Consultant Nurse (Hospital Nursing Services Administration), Consultant Nurse (Community Nursing and Home Health Services), Health Systems Specialist 3, Health Systems Specialist 3 (Emergency Medical Care), Hospital Nursing Services Consultant, Principal Sanitarian, Regional Medical Care Administrator, or Senior Nutrition Services Consultant.
Preferred Qualifications: The preferred candidate will have strong time-management, critical-thinking and problem-solving skills. The ideal candidate will be familiar with both Federal and State laws regarding hospice and palliative care. The candidate will be able to communicate effectively with both internal and external stakeholders.
The Health Systems Specialist 4 (HSS 4) will oversee, direct, and participate in hospice and palliative care quality and practice-related activities in New York State. This shall include training of and support for regional health care surveillance teams; review of thematic hospice and palliative care concerns; identification of new best practices in the field of hospice and palliative care; review of and recommendations for regulatory and statutory changes that address program and healthcare system needs.
