Health, Department of is Hiring an Associate Health Care Management Systems Analyst - 87333 Near Albany, NY

Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Health Care MSA, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Care MSA, G-23 under section 52.6 of the NYS Civil Service Law. Provisional Promotion*: NYS DOH employee with one year or more permanent or contingent-permanent, competitive status in a Senior Health Care Management Systems Analyst. If appointed provisionally, the incumbent will need to take the next Civil Service examination for this title and pass with a score that will be immediately reachable on the resulting eligible list. Failure to take, pass and achieve a reachable score on the examination may result in revocation of the appointment.
Preferred Qualifications: Good writing and analytical skills. Proficiency in Excel.

Duties Description

The candidate will provide subject matter expertise evaluating, reviewing, approving, and cataloguing MCO-provider risk contracts which include value based or alternative payment methodologies and routine or ad hoc MCO financial reports. Duties will include ensuring managed care plans, submit provider contracts that comply with state and federal requirements, including methodologies for confirming member attribution, target budgets, performance payments and shared savings and/or losses. The applicant will also review MCO quality improvement contracts for safety net hospitals in relation to existing and new initiatives. In addition to contract review, the incumbent will be responsible for evaluating timeliness and accuracy of MCO financial reports submitted by the MCOs to include monitoring the financial condition, analysis of fiscal operations and compliance with fiscal reporting requirements, reserve and escrow fund requirements and related laws, regulations and policies and other duties as assigned.
