Job SummaryThis position is responsible for maintaining and enhancing the image of Blue Cross and Blue Shield of Montana through proper channels of influence and public relations with members of the State Legislature, Congress and executive branch of government at the State and Federal level. Responsible for government relations with regulatory agencies such as Office of the Commissioner of Securities and Insurance and the Department of Health and Human Services including coordinating with Legal and various internal Compliance areas. Responsible for guiding legislative and health policy strategy with direction and oversight of external contracted lobbyists. Direct promotions through special events designed to showcase the Plan as a business and corporate citizen.
Responsibilities include:
*Direct and coordinate government relations in concert with the Montana Plan President. Maintain a corporate presence in coordination with divisional leadership, key decision-makers and the general public for the Plan's position on legislation in the state Legislature.
*Maintain liaison role between the Plan, state Legislature, Governor's office, and other governmental and advocacy groups. Assist in guiding the Legislature, and other elected officials, on any decisions affecting the health insurance industry.
*Assure that the government/public relations needs and orders of regulatory bodies, particularly Office of the Commissioner of Securities and Insurance and the Department of Health and Human Services, are met. This involves close coordination with Legal and various Compliance areas.
*Direct Corporate promotions through the development of special events designed to showcase the leadership role of the Plan in its dual role as business and corporate citizen.
*Comply with requests from various corporate leaders for investigation of specific matters of special interest to the Plan.
*Direct and influence the decisions of such persons who are in positions to influence important insurance decisions made within the various State departments. The efforts of the incumbent directly contribute to securing additional and future subscribers.
*Maintain an in-depth awareness of corporate attitudes and requirements to communicate effectively and remain thoroughly familiar with the political intricacies of the State government through proper dissemination of information from and to the State Legislature, other elected officials and State-related agencies.
*Manage staff including but not limited to hiring, performance management, talent management, pay administration, budget, and maintain knowledge of corporate, departmental and Human Resources programs and policies.
*Direct and provide oversight to Plan contracted lobbyists.
*Function as the Plan liaison with HCSC Legislative and Regulatory Management (LRM) to ensure effective implementation of state legislation and regulations.
*Conduct business in a manner consistent with corporate compliance guidelines and comply with Corporate Integrity and Ethics policies.
*Participate in development of strategies to maintain and grow Government Accounts.
*Comply with HIPAA, Diversity Principles, Corporate Integrity, Compliance Program policies and other applicable corporate and departmental policies.
*Maintain complete confidentiality of company business.
*Maintain communication with management regarding developments within areas of assigned responsibilities and perform special projects as required or requested.

JOB REQUIREMENTS:
* Bachelor's Degree
* 10 or more years of experience working with Congress, government relations, congressional lobbying, and management at the federal level.
* Knowledge of legislative process as well as understanding of health policy issues and federal health programs as they relate to the private insurance market.
* Knowledge of the insurance industry and pertinent legislation and issues impacting the industry.
* Demonstrated political confidence and ingenuity and skill in negotiating and influencing others.
* Strong planning, organizational, and analytical skills.
* Ability to achieve results under demanding time constraints and changing priorities.
* Demonstrated ability to articulate corporate position and the business implications for numerous and wide-ranging audiences.
* Strong interpersonal skills and oral/written communications skills.
* Research and analytical skills to synthesize complex legislation and regulations
* Verbal and written communications skills
PREFERRED JOB REQUIREMENTS:
* Direct government or political experience
* Health care industry experience
* Post-graduate work in Public Policy

Please note, this role is hybrid/flex requiring in-office visibility three days per week in our Helena, MT office.
