About the C. L. Brumback Primary Care Clinics 

Our 10 Federally Qualified Health Centers across the county serve adults and children with or without insurance and regardless of ability to pay. We also operate three mobile clinics that provide medical services for the homeless and the underserved. In 2022, we served 39,000 unique adult and pediatric patients who received high-quality comprehensive health services including medical, dental, behavioral health, psychiatric care, women’s health, pharmacy services, outpatient substance use disorder treatment, and community resource programs.

The Director of Behavioral Health is responsible for the facilitation and implementation of the Integrated Behavioral Health program and Medication Assisted Therapy (MAT) Program in C.L. Brumback Primary Care Clinics, operated by the Health Care District of Palm Beach County, based on the collaborative team care model. The employee in this position is responsible for developing and implementing clinical protocols, policies, procedures and organizational plans, in order to achieve the objectives and programmatic goals of the department. This position coordinates the provision of high-quality behavioral health services in the clinic setting, including continuous monitoring of quality standards and ensuring behavioral health services and MAT are adequately and appropriately provided by the clinic staff.

Responsibilities

  • Provision of full range of psychiatric services to assigned patients. Services provided include direct care of patients in the clinical outpatient setting including: assessment, screening, diagnosis, and treatment of patients. Psychiatrist will prescribe medication to patients as deemed necessary and will conduct medication management.
  • Adheres to the highest standards of evidence based medical practice, ethics, and professionalism at all times. Responsible for maintaining accurate and complete medical records, for completing proper coding requirements, and different forms as required.
  • Collaborate with physicians, psychologists, social workers, nurses, or other professionals to discuss treatment plans and progress.
  • Establishes annual performance goals and objectives for C. L. Brumback behavioral health and MAT clinical staff. Motivates and leads a high performing clinical/practitioner team. Provides direction and leadership toward the accomplishments of assigned objectives.
  • Represents the District in a wide range of inter-governmental and community partner agency functions and activities. Facilitates effective work relationships between the agency and other administrative and/or program officials.
  • Initiates and assists in the organization and utilization of the behavioral health and MAT staff and reviews the activities of the staff in accordance with ethical standards and the overall policies of the Clinics. Schedules interdisciplinary meetings with staff to assure quality patient care. Reviews clinical staffing needs, and in partnership and supported by the operations team, recruits, arranges, and schedules for adequate clinical coverage to ensure both quality care and continuity of service. Recommends appointment, promotion, transfer, and termination of physicians and supervisory clinical personnel.
  • Provides trainings for Psychiatric providers and MAT providers.
  • Provides the final medical decision on behavioral health and substance use issues when disputes arise. Acts as a consultant to physicians and ARNPs in unusual or difficult medical cases and advises clinical staff on problematic health care issues.
  • Formulates policies and objectives for behavioral health and MAT programs and communicates these policies to appropriate staff for execution within an integrated team case management approach.
  • Develops and implements behavioral health and MAT protocols, policies, procedures, and organizational plans in order to achieve the objectives and programmatic goals of the clinics.
  • Assists in the development and presentation of the clinical activities budget, including staffing, support plan, and equipment needs projections as they relate to the behavioral health and MAT program.
  • Institutes and manage continuing professional education, in-service training, and orientation of clinical staff.
  • Investigates and studies new developments in behavioral health practices and techniques, and recommends adoption where appropriate.
  • Trains staff in evidence based therapies; with a goal to transition the re-training and new provider training to lead social workers designated in the future.
  • Collaborates with Director of Specialty Operations, and Operations Program Managers on major planning for the future.
  • Serves as the clinical collaborator for psychiatric residency program, evaluating and ensuring all contracted staff meet the standards of care of the organization.
  • Attends all applicable administrative meetings.
  • Participates in supervision with BH team.
  • Provides clinical supervision to Psychiatrists and MAT Providers
  • Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural. Additionally, incumbents are required to perform emergency response and management duties for Palm Beach County as required.

Qualifications

Education:

  • Doctor of Medicine or Doctor of Osteopathy degree required.

Experience:

  • Previous experience in a rural setting and in a public sponsored hospital is preferred.

Certification:

  • Health Care District Primary Care Clinics providers must be licensed and registered as a physician in the State of Florida, be Board Eligible/Board Certified in Psychiatry and preferrably have addiction medicine training or board certification.
  • Current BLS certification required.

Licensure:

  • Unrestricted license from the Florida Board of Osteopathic Medicine and the Florida Medical Board.

Registrations:

  • Drug Enforcement Agency Controlled Substance Registration including schedules: 2, 2N, 3, 3N, 4, 5. Training: Current Medicare and Medicaid provider numbers preferred. Demonstrates current knowledge of general/internal/family medicine ongoing professional development.

Bilingual /Trilingual in English, Creole and Spanish preferred.
