**MISSION:** The Texas Council for Developmental Disabilities is committed to creating change so that each individual is able to be fully included in their own communities and exercise control over their own lives.

**POSITION OVERVIEW:** Per a Governors Executive Order, the Texas Education Agency is the designated state agency for TCDD, and as such, provides administrative support to hire and select the best talent to support TCDDs mission. TCDD operates as a separate government entity of TEA and manages its federal award separately. TCDD offices are located on E. Oltorf in Austin, TX. TCDD is governed by a 27-member governor appointed Council.

TCDD is responsible for awarding and administering over $5 million in federal funds to organizations that assist people with developmental disabilities to achieve their potential for independence, productivity, and integration into their communities by awarding grant funds to subrecipients who develop a comprehensive system of service and supports in Texas.

TCDD is seeking a Financial Support Specialist who will perform advanced (senior-level) database and financial oversight to our grant and operational funds. The Financial Support Specialist performs administrative and technical support to TCDD staff and Council. This position reports directly to the TCDD Director of Budget and Finance.

**ESSENTIAL FUNCTIONS:**

* Develops and maintains customized database applications in Access or other programs unique to TCDD grant management and operating expenses for the tracking of expenditures and projection of awarded funds. Prepares fiscal reports for distribution to the Council and state and federal entities.

* Provides support to the Grants Management team regarding grant and contract financial procedures, expenditure tracking, technical review of grantee financial documents, processing grantee reimbursements, and technical support to grantees.

* Coordinates all stipend applications, notice of award, reimbursement, and Stipend Performance Report.

* Supports all agency administrative procurements and budget tracking and works with the designated state agency on budget, purchasing and accounting matters. Prepares required documents to manage federal funds with the designated state agency.

**Qualifications**

**MINIMUM QUALIFICATIONS:**

**Education:** Graduation from an accredited four-year college or university. A degree in Accounting, Math, Information Systems Technology, Database Management or other related field is preferred.

**Experience:** At least two (2) years of experience in systems support, building database and spreadsheets, financial accounting systems, and budgets.

**Substitutions:** Each additional year of related experience above the required minimum may substitute for education on a year for year basis.

**OTHER QUALIFICATIONS:**

* Thorough knowledge of budgetary, accounting, financial concepts and practices for state and federal government

* Skilled in data entry and management of information systems and usage of Excel (pivot tables, formulas, and macros) preferred.

* Highly organized; ability to manage multiple projects at once and meet deadlines.

* Ability to translate knowledge and information into effective messaging

* Excellent written and oral communication skills

* A desire to self-reflect, give/receive feedback and continuously improve

* Ability to engage in a collaborative, results-oriented team environment

* Certified Texas Contract Developers (CTCD) or Certified Texas Contract Managers (CTCM) designation is preferred.
