**Job Summary:**

1. Hawkins Group is looking for a Cyber Operations Planner-Senior to support the Defense Information Systems Agency (DISA) JFHQ-DODIN. The JFHQ-DODIN executes command and control (C2) of global DODIN operations and defensive cyber operations – internal defense measures (DCO-IDM) to synchronize the protection of DoD. In addition, JFHQ-DODIN supports other facets of Cyber Operations through enabling power projection and freedom of action across all warfighting domains. The Candidate shall have DoD cyber experience in developing strategic and operational plans, policies, governing directives, provide analysis, recommendations, and strategic guidance to enable effective cyberspace operations and implementation of defensive hardening initiatives.Additionally, the Candidate shall have specialized cyber staff experience at the DoD staff/agency or Joint/Service component levels.

**Duties:**

1. The candidate shall be a SME who will:

· Have experience in DoD and USG Cyberspace Strategy, Policy, and Doctrine to support the development of documents for USCYBERCOM’s Doctrine Warfighting Library.

· Have extensive knowledge of command relationships, DoD structure, JFHQ-DODIN, DISA, and US CYBERCOM mission and structure to identify future planning shortfalls and gaps and support Combatant Command/Services/Agency/Field Agencies (CC/S/A/FA) requirements aligned with the Command.

· Provide technical research, analysis, and recommendations for JFHQ-DODIN to develop cyberspace COAs, CONOPs, and TTPs to support cyberspace operations and long-range/deliberate planning efforts.

· Maintain awareness of DODIN operations, DCO-IDM missions, United States Strategic Command (USSTRATCOM)/JFHQ-DODIN directives/orders/alerts that conflict with strategic plans.

· Support Office of the Secretary of Defense (OSD)’s policy, planning, acquisition, and management processes to identify strategic implications and develop appropriate JFHQ-DODIN policy and planning documents in accordance with organizational strategies and initiatives.

· Support the planning, facilitating, and attendance of working groups, symposiums, and conferences to facilitate discussions that produce measurable actions and results.

2. Key Duties and Responsibilities:

· Review the National Defense Authorization Act (NDAA) language and Congressional Testimony for applicable cyber issues and provide reports to leadership on current issues.

· Provide an expanded perspective of global strategic or operational joint warfighting concepts and provides expertise on the development of strategic and operational plans and implementation of defensive hardening initiatives.

· Review and evaluate doctrine, directives, policies, plans, and instructions for content, conflict and/or alignment of command cyber guidance, cyber-related strategy, instructions, policy, and doctrine received from higher headquarters.

· Support operational requirements and service cyber components enabling theater and global cyber operations.

· Maintain awareness of current and developing cyber threats, tactics, procedures, and vulnerabilities that have the potential to impact the DODIN.

· Review and evaluate cyber policy directives/documents, issue papers, and assess DoD cyber documentation, cyber war-game reports, TTPs and lessons learned.

· Provide recommendations for synchronizing cyberspace operations more effectively with the collection, review, and assessment of existing DoD and service cyber documentation, exercise and event scenario reports, CONOPs, TTPs, and after-action reviews/lessons learned.

· Expertly writes accurate and effective deliverables for senior DoD officials and client consumption.

· Expertly orally communicates deliverables to senior DoD officials and client.

**Experience:**

- Bachelors Degree required / Advanced degree desired

- 15 Years Experience

- Certification: JPME II

- Current Active DoD Top Secret w/ SCI

Pay: $99,188.00 - $165,000.00 per year
