JOB FUNCTION:

Plans and scopes the Company’s system-wide Telecommunications network architecture with the objective of providing the Company with Carrier-class telecommunication services in support of corporate goals and operations, through highly integrated, scalable, cost-effective, and reliable communications systems and services. Subject matter expert for architecting and designing the company’s Telecom networks to serve the Operational Technology (OT) systems, Enterprise IT systems, and Customer Service systems.

ESSENTIAL FUNCTIONS:

  • Responsible for the strategic planning and design of telecom infrastructure and/or network components. Provides analysis of both short-term and long-term network capacity needs for current and future network requirements. Designs the network architecture and performs technical analysis of software, hardware, and network systems, systems engineering for front-end processors, multiplexes, LAN/WAN communications, network nodes, switches, and various transmission systems. Ensures compliance with Service Level Agreement (SLA) standards and protocols. Has knowledge on IP routers, switches, fiber optic connections, microwave wireless transmission, radio frequency systems, etc.
  • Collaborates with stakeholders to develop a system-wide Telecommunications architecture strategy/plan and corresponding architecture requirements, procedures, and guidelines, with the objective of maximizing the value while minimizing the cost, time and effort required to implement technology. Provides high level strategic business consultation including organizational alignment, business process development. Develops and evaluates alternative utilization or configuration options. Develops processes and programs to enhance network performance and reliability. Provides functional guidance, technical guidance, training and quality assurance/quality control to Level I and Level II personnel. Supports executive staff as required and ensures Corporate and customer requirements are met.
  • Responsible for evaluating the viability of new projects based on the inputs from the engineering and operations teams. Operational metrics and trends are evaluated and compared with current telecommunications infrastructure and grid plans. Using engineering knowledge of the current systems limits, operations knowledge of the current system usage, new system requirements, and engineering analysis of new system impacts, planning determines what telecom resources and projects will be required when. From these inputs, short-term and long-term plans for the telecommunications infrastructure are generated, which may include deployment of new technology, reconfiguration of existing technology, and decommissioning of old technology as appropriate.
  • Works closely with management and CIO staff to analyze existing and emerging technologies. Recommends pilots, prototypes, and/or adoption. Develops plans to help determine which technology directions are appropriate for the business and CIO units to achieve company and CIO goals. This includes technologies that have the potential to create business opportunities and the architecture, technology direction, and migration strategies of infrastructure, application, and desktop components.
  • Work solely or in concert with others to author requisite documentation to meet a variety of company needs, be it text for rate case or project filings, responses to information requests from interveners, decision synopses, department/team strategies, etc.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Extensive knowledge of the principles of information, data and office/operations technology management normally acquired through college level courses or equivalent experience.
  • Working knowledge of utility business, business and/or engineering principles & practices.
  • Extensive or advanced knowledge of one or more and working knowledge in all of the following technical disciplines: Unix, Storage Area Networking, TCP/IP networking, Internet technologies, network security architecture, cryptography, application security best practices, desktop operating Systems, mobile devices, application virtualization, application delivery mechanisms, Service Oriented Architecture, Business Intelligence Systems, Database Management Systems and systems development.
  • Conceptual knowledge of at least one of the following Sarbanes-Oxley (SOX), DISA Security Technical Implementation Guide (STIG), NIST 800-53 and NIST 800-171.
  • Extensive knowledge of physical and logical information security issues and trends
  • Conceptual knowledge of utility business and related Operations Technology Systems (SCADA, DCS, etc)

  • Ability to identify system constraints or gaps in business requirements and effectively communicate issues/risks to management.
  • Ability to keep abreast of ever evolving and emerging technologies.
  • In depth knowledge of people, processes, and technologies in use within multiple teams within the division.
  • Ability to identify and distinguish different colors and color hues required.

Experience Requirements

  • Master’s degree in Computer Science, Information Systems, Engineering, Business, or other scientific or technical discipline directly related to the labor category five (5) years specialized experience. OR
  • Bachelor’s degree Computer Science, Information Systems, Engineering, Business, or other scientific or technical discipline directly related to the labor category ten (10) years experience of which at least eight (8) years must be specialized. OR
  • AA degree in Computer Science, Information Systems, Engineering, Business, or other scientific or technical discipline directly related to the labor category twelve (12) years experience of which at least eleven (11) years must be specialized. OR
  • Relevant military training or one and one-half (1½) years of relevant military experience an additional twelve (12) years experience of which at least eleven (11) years must be specialized. OR
  • Training certificate(s) from an accredited training program twelve (12) years experience of which at least eleven (11) years must be specialized. Approved training programs include, but are not limited to, Microsoft, Cisco, Oracle, DEC, Marconi, Nortel, and SUN Microsystems certificate programs. OR
  • Fifteen (15) years experience of which at least fourteen (14) years must be specialized.
  • Specialized experience includes, expert level experience in one or more of the following the areas: network modeling, multilevel systems integration, network design and implementation strategies, large-scale network performance monitoring, communications systems design and operation.
  • Several (3-5) years’ managerial/supervisory experience is highly desirable.
