FIELD SERVICES TECHNICIAN

INTRODUCTION

Under the general supervision of the Division Chief, the Field Services Technician provides administrative, technical and fiscal support in the day-to-day operations of the Division office. This position demands a comprehensive understanding of HGEA/AFSCME's structure, functions, and operations in order to support and promote the organization's goals and objectives. It handles confidential information; prepares correspondence, data, and reports; organizes and maintains office systems; actively participates in all Division activities; provides clerical support; serves as a resource person for HGEA members and stewards; and interacts with members, staff, and visitors.

MAJOR DUTIES AND RESPONSIBILITIES 90%

1. Assumes responsibility for all routine administrative and fiscal functions including the development, implementation, and maintenance of office systems. Notary a plus.

2. Acquires and maintains comprehensive, current knowledge of HGEA/AFSCME operations, programs, and activities, and serves as a resource person for the organization.

3. Assists the Division Chief in the education of union stewards, relative to their roles, duties and functions. Also assists in coordinating steward elections by maintaining a stewards roster and monitoring expiration of stewards' terms.

4. Actively participates in special projects requiring total Divisional efforts such as general assemblies, contract ratifications, political action programs, community service projects, Unit fellowship activities, etc.

5. Enrolls members and updates and maintains files on Island Division members.

6. Assists staff with recreation, discount and other special programs.

7. Collects cash, issues receipts, balances accounts, posts expenditures, maintains account records, and keeps Division Chief apprised of status of budgetary items.

8. Operates standard office equipment to provide all clerical support including but not limited to composing letters, memos, and reports; handling in-coming and out-going mail; coordinating travel arrangements; preparing for and attending meetings; preparing, duplicating, and collating printed material; etc.

9. Greets visitors and responds to phone calls in a courteous manner, takes accurate messages or refers callers to the appropriate staff or office.

OTHER DUTIES AND RESPONSIBILITIES 10%

1. May assist Division Chief with the supervision of clerical staff.

2. Orders or purchases office supplies and handles all related records in accordance with Division and HGEA/AFSCME procedures.

3. May be required to use own vehicle for business-related errands.

4. Performs other duties as assigned.

MINIMUM QUALIFICATION REQUIREMENTS

: Graduation from high school.

: Three (3) years of progressively responsible office experience which included general secretarial duties, some bookkeeping functions, and public contact. Two (2) years of post high-school education with concentration in office operations, preferred. Experience which provided exposure to HGEA/AFSCME operations and activities also preferred.

General office practices, procedures, and systems; basic bookkeeping; and basic telephone skills, word processing and spread sheet. Knowledge of or ability to attain a comprehensive understanding of HGEA/AFSCME's functions, services, and programs also required.

Communicate and interact effectively with members; compose and prepare letters, memo, reports and other printed material using typewriter and personal computer; perform arithmetic computations using 10-key adding machine; maintain accurate records; operate duplicating equipment; prioritize and organize multiple demands; work independently with minimal supervision and with project deadlines; maintain a positive working relationship with others; understand and follow oral and written instructions; speak before groups; work flexible hours, as necessary.

: Lift up to 20 pounds (report binders, supplies, etc.). This position operates in a professional office and/or outside environment. Routinely uses standard office equipment, such as computers, phones, photocopies, etc.
