Description
This posting will be used to fill two Registered Professional Nurse V positions that provide leadership and supervision for implementation of nursing services either for complex areas on Oahu or complex areas across the Islands of Hawaii, Kauai, Lanai, Maui, Molokai, and Niihau. The Office of Student Support Services will determine the physical location of each position and anticipates that each Registered Professional Nurse V will be located within their assigned areas. Ideal candidates will possess an in-depth understanding and connection to the communities within their assigned areas.
Salary Range:
Registered Professional Nurse V SR-24: $10,305 per month
Examples of Duties
1. Oversees regional school nursing staff to ensure school health services are accountable to and consistent with the American Nurses Association's current scope and standards for school nursing practice, evidence-based practice, national guidelines, and Department procedures and protocols.
2. Provides direct and indirect clinical and administrative supervision of nursing staff including performance evaluations for subordinate staff annually and, as needed, for monitoring of performance improvement plans and professional development.
3. Monitors and oversees the implementation of the nursing process within the region, including participation in student focused teams and development and execution of student individualized health care plans.
4. In collaboration with the School Health Section staff, develops and coordinates orientation and training programs for registered nurses in the region, as well as professional development opportunities.
5. Provides consultation, guidance and support to subordinate staff as needed.
6. Implements evaluation programs for school health services in the region including quality improvement projects and outcomes monitoring to ensure optimal resource allocation, seamless service delivery, and efficacy of programs in achieving the Department goals.
7. Provides recommendations for and participates in development of data collection practices and procedures.
8. Ensures nursing documentation is integrated with the Department's electronic student record systems for quality and trends monitoring, as well as for the purposes of obtaining reimbursement or pursuit of other funding opportunities.
9. Collaborates with multiple stakeholders, including public and private sector partners engaged in school health services in the region for the purpose of coordinating and improving access to health services.
10. May serve as the Department's representative to committees, task forces and advocacy groups related to school health as assigned by the Department.
11. Provides recommendations, consultation, training, and technical assistance to the Department regarding nursing practice updates and program procedures and protocols.
12. Performs other related duties as assigned.
Minimum Qualifications
Basic Education/Experience Requirements: As appropriate, applicants must meet the educational requirements specified under either A or B below:

A. For nursing positions in a hospital, institutional or clinic setting, applicants must have graduated from an accredited school of nursing.

B. For public health nursing positions, all applicants must meet one of the requirements specified below:

1. Graduation with a bachelor's degree from an accredited college or university school of nursing which included in its curriculum course work that provided public health nursing principles and practices.
2. Graduation from an accredited school of nursing supplemented by completion of an accredited university curriculum which included course work that provided public health nursing principles and practices for which a certificate was awarded.
3. Graduation from an accredited school of nursing plus two years of professional public health nursing work experience.

Experience Requirement: Applicants must have shown progressively responsible work experience of the kind and quality described in the paragraphs below and in the quantity shown in the table below:

Experience Required: All applicants must have had professional nursing work experience in the appropriate quantities shown in the table above. For public health nursing positions, applicants must have had public health nursing experience in the appropriate quantities shown in the table above.

For all positions, applicants for Registered Professional Nurse V must have had one year of satisfactory work experience comparable to the next lower level in the State service. For example, applicants for Registered Professional Nurse V in the hospital, institutional or clinic setting must have had one year of experience comparable to Registered Professional Nurse IV as a supervisor of nurses responsible for all patient care, management activities within an assigned ward, floor or clinical area. Applicants for Registered Professional Nurse V in the public health nursing setting must have had one year of experience independently responsible for public health nursing treatment, care and educational services within an assigned geographic area.

Supervisory Aptitude: For Registered Professional Nurse IV and above positions in the hospital, institutional or clinic setting, applicants must have demonstrated possession of supervisory aptitude. For Registered Professional Nurse V positions in the public health nursing setting, applicants must have demonstrated possession of supervisory aptitude.

Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader; or in similar work in which opportunities for demonstrating supervisory or administrative capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

Substitutions Allowed: Possession of a master's degree from an accredited college or university school of nursing may be substituted for one year of experience.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.

Professional License Requirement: Applicants must possess a license to practice as a professional nurse in the State of Hawaii.

Driver's License Requirement: Applicants must possess a current, valid driver's license.
Certification Requirement: Applicants must possess a current, valid Basic Life Support for Healthcare Providers certification. Certification must have been completed either in-person or through a blended learning environment.
Supplemental Information
Salary: The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.
Requirements: Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently.Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.
Temporary Assignment: Claims of Temporary Assignment (TA) experience to meet the minimum qualification requirements must be verified and attached to the application using one of the options below:
  1. A copy of the applicant's TA History Report or equivalent system-generated report;
  2. A signed letter from the applicant's supervisor that includes the applicant's name, his/her TA job title, the TA start and end dates (from mm/yy to mm/yy), his/her specific TA duties performed, and either the TA hours worked per week or total TA hours worked; or,
  3. Copies of the applicant's signed SF-10 Forms.
Documents: Attach all relevant supporting documents to your application. Information about Temporary Positions: Temporary positions may be extended year to year, dependent upon funding and departmental needs. Making yourself available for temporary positions increases your employment possibilities and may lead to permanent opportunities. A person hired for a temporary position may also become a temporary employee upon satisfactory completion of the initial probation period of at least six months. Once a temporary employee, you would be eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions.   • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
