TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
Under the general supervision of the Assistant Superintendent of the Office of Fiscal Services, the Institutional Analyst II:
  1. Serves as coordinator and liaison between OFS, other state offices, and DAGS/ETS to facilitate cross-office and cross-department efforts to document business processes based on information obtained from subject matter experts and other related parties, with a focus on improving efficiencies via automation or streamlining processes.
  2. Develops documentation, as needed, for OFS-related systems and standards of practices, with emphasis on DOE design requirements necessary for further modernization and implementation of pertinent modules, in collaboration with subject matter experts, functional leads, technical leads, etc. Develops, documents, and facilitates execution of inter- and intra- departmental agreements regarding functions, roles and responsibilities.
  3. Coordinates and facilitates the evaluation and recommendation of modernization needs, in alignment with best practices and compliance, to OFS and Department leadership; works with OFS and cross-office leads to implement improvements.
  4. Coordinates, documents and maintains the formal adoption, establishment and implementation of systems methodology and governance. Develops, documents and maintains a project plan (including milestones, deadlines resources, etc.), especially for functional and technical issues that are DOE specific or state specific issues that impact the DOE (including status, resolution, and escalation).
  5. Develops and communicates the work flow finalization to all stakeholders via multiple formats, such as use of telecommunication, in-person meetings, intranet, etc. Manages expectations of various offices/sections to facilitate change-management within the department. Works with DOE OTM on Consult & Confer matters relating to modernization efforts and communicates feedback, findings, and final recommendations to DOE leadership. Provides feedback and direction to all stakeholders and users to reinforce change.
  6. Identifies, documents, and escalates "Work-Arounds" for gaps that cannot be addressed by software configuration or proposes alternatives to "Work-Arounds" if available. Provides possible resources, frequency, man-hours, and level of effort. Establishes methodology for issues escalation within DOE and in conjunction with the state. Develops and facilitates project communication protocols within DOE and in conjunction with the state.
  7. Performs other related duties as assigned.
Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
Desired Education: Graduation from an accredited college or university with a bachelor's degree in education, social sciences, English, communications, or journalism with coursework in public policy, public affairs, government relations and/or communications OR a master's degree in the above fields.

Experience:
Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.
Desired Experience: Six (6) years of progressively responsible job-related professional experience in project management, policy, statistics, or evaluation.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge:
Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Fiscal controls, accounting systems, funding principles and system implementation; organizational change management; principles and practices of management; computer-based information systems.

Ability to:
Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
Desired Ability to: Gather and analyze data and assist in developing and communicating sound recommendations based on findings and conclusions; communicate clearly and deal tactfully and effectively with others; write plans and technical reports that are clear and concise; write analytical studies, standard procedures (SP), evaluative reports, and correspondence and present them to public officials and others; provide technical assistance in the field of specialty; and support other OFS in conducting planning, evaluation, budgeting, or management studies.
Supplemental Information
SALARY RANGE: EOSR-7, $107,345 to $151,953.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
