Harrisburg Area Community College is Hiring a Specialist, Accounts Receivable Near Harrisburg, PA

Job Summary: Coordinates and oversees Government 3rd party billing for credit students according to Federal, State and College Regulations. Responsible for reconciling, verifying, analyzing, reporting and collecting vendor accounts. Incumbents responsibilities include record keeping; reviewing accounts for accuracy; and reviewing and preparing data and accounts for auditing. Verifying accounts with multiple sources of funding and adjusting contracts when appropriate. Provide system and student account support to college wide staff in accordance with policies and procedures as related to all areas of accounts receivable, specializing in third-party invoicing for private employers and federal and state agencies. Responsible for knowing state and federal regulations as they pertain to student and vendor accounts, including Title IV regulations.

Minimum Qualifications:

Associates Degree and 4 years related experience*
*Or a combination of experience and education sufficient to successfully perform the essential duties of the job.

Hiring Range: $43,019 - $53,774

  • Ability to multitask in a fast-paced environment.
  • Ability to apply and explain applicable laws, codes, regulations, policies and/or procedures, including Title IV.
  • Ability to prioritize and organize work.
  • Thorough knowledge of applicable financial aid regulations and procedures.

Job Specific Task List:

  • Review authorization for billing according to State, Federal and College policies and procedures. Responsible for following hold process to prevent contract students from being dropped for non-payment.
  • Responsible for coordinating vendor agreements with prospective sponsors of student's educational costs. Responsible for creating student contract in preparation for invoicing. Scan and index documents via Web-Extender to student accounts for other staff to view.
  • Responsible for the utilization of multiple websites to process specialized billing for outside agencies such as military, government and private employers. Responsible for providing customized invoices to private employers, state and federal agencies based on their requirements for payment; Oversees, maintains and monitors records for specialized invoice agreements between State, Federal and Internal contracts.
  • Responsible for evaluating and analyzing student account for multiple funding sources after Financial Aid disbursement. Adjust contracts accordingly for accuracy and prepare vendor invoices and email.
  • Create reports and provide customer service to vendor, staff and faculty, prepares reports of delinquent accounts and responds to customer/vendor inquiries.
  • Responsible for refunding 3rd party students according to college, state and federal (Title IV Cash Management) policy.
  • Responsible for providing college wide support, guidance and interpretation of Federal and State laws and regulations and College policies and procedures as related to all areas of student accounts, specializing in Government third party invoicing as requested by Welcome Center staff, counselors and management staff. Provide bookstore charge guidelines to Welcome Center staff for students with third party contracts where applicable.
  • Responsible for providing detailed analysis of accounts to resolve vendor and student disputes. Verifies amounts owed and received and ensures that transactions are recorded promptly and accurately in accordance with internal accounting policies. Maintains and reconciles accounts receivable ledger accounts.
  • Contributes to the overall success of the Office of Finance by cross training with other Financial Accounting and Reporting staff to ensure continuity of services.
  • Must have a dedicated high speed connection for connection to the College's resources when working off campus, when applicable.
  • Performs other duties as assigned.
