Harford County, MD is Hiring a CLIENT ADVOCACY SERVICES MANAGER (PERM/FT/BENEFITS) Near Bel Air, MD

Nature of Work

Under the direction of the Office on Aging Administrator, this position is responsible for the supervision and management of senior services programs and the staff that implement those programs in support of older adults and their caregivers. This position is responsible for the management of various state and federally funded programs which includes direct supervision of associated staff, data collection, completion of reports, representing the agency and programs at state meetings and assisting the other management professionals within the agency to provide critical services to older adults in the community. This position is responsible for the research and completion of grant applications, establishing and implementing approved programs, and for developing and maintaining strong partnerships with state and community partners. This employee supervises a team of case managers, the Long-Term Care Ombudsman directly, and may indirectly supervise other support staff.

Examples of Duties

(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department. The list is not inclusive. A position may require duties not listed, if necessary, to accomplish the work of the department.)
  • Manages and supervises the Senior Care, National Family Caregiver Supports Program and Outreach Programs as well as staff who perform triage functions.
  • Manages the Long-Term Care Ombudsman staff in support of resident’s rights in Long Term Care Facilities.
  • Approves plans of service and requests for assistance.
  • Coordinates with fiscal staff to ensure program operates within its available funding.
  • Coordinates with and maintains strong, effective working relationships with community partners.
  • Supervises a staff of caseworkers and counselors assigned to support the carrying out of the above programs. Sets priorities, delegates assignments, trains and evaluates staff.
  • Maintains record keeping system for purpose of preparing statistical and narrative report for federal and state programs.
  • Represents the above programs and the agency as needed at state and local meetings.

Minimum Qualification Requirements

KNOWLEDGE, SKILLS AND ABILITIES:
  • Thorough knowledge of case management practices, planning and providing programs for older adults
  • Thorough knowledge of research methods and data analysis.
  • Proven experience managing a team of employees performing case management or similar functions.
  • An ability to communicate clearly, both orally and in writing.
  • An ability to work tactfully and effectively with the public, particularly with seniors and/or persons living with disabilities.
  • A proven ability to plan, conduct, and evaluate programs that function for older adults.
  • An ability to work effectively with older adults, volunteers, professionals, and the public.
  • Requires the ability to drive a motor vehicle to visit clients, attend meetings and liaison with other agencies
  • Must have the ability to climb stairs, walk, lift and/or move objects of light weight. Must be comfortable working in both indoor and outdoor conditions.
EDUCATION:
Bachelor’s degree in social work, Psychology, Gerontology, Nursing, Education, or a related field.
EXPERIENCE:
Six (6) years’ experience in social work, counseling, adult education, or a field closely related to the functions of the department. Supervisory experience preferred.
LICENSE:
Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Please be advised this position requires a valid driver's license. Your application will not be considered if you fail to include the full driver's license number on the electronic application.
