Hampton Roads Transit is Hiring a Sr. HRMS Project Manager (On Site Position) Near Hampton, VA


Our innovative and growing team is seeking to hire experienced candidates for the position of Human Resource Management System (HRMS) Sr. Project Manager to manage all/any aspect of the full project lifecycle.

The role of the HRMS Senior Project Manager is to plan, execute, and finalize large and complex projects, including HRMS implementation according to strict timelines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors, consultants and vendors in order to deliver projects according to plan. The Sr. Project Manager will oversee quality control throughout its lifecycle and support post-upgrade and other TPMO projects.

Essential Job Functions:

  • Plan and manage a large program consisting of multiple complex projects.
  • Drive delivery of projects on time and in budget.
  • Direct and manage project development from beginning to end.
  • Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
  • Develop full-scale project plans and associated communications documents.
  • Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
  • Liaise with project stakeholders on an ongoing basis and provide weekly summary reports.
  • Acts as the primary project management interface to the vendor project team and consultants.
  • Estimate the resources and participants needed to achieve project goals.
  • Draft and submit budget proposals and recommend subsequent budget changes where necessary.
  • Set and continually manage project expectations with team members and other stakeholders.
  • Delegate tasks and responsibilities to appropriate personnel.
  • Identify and resolve issues and conflicts within the project team.
  • Identify and manage project dependencies and critical path.
  • Plan and schedule project timelines and milestones using Microsoft Project.
  • Track project milestones and deliverables.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations, including but not limited to identifying status, risks, obstacles, work accomplishments, hours used of actual vs budget, corrective actions and next critical steps.
  • Proactively manage changes in project scope, identify potential crises and devise contingency plans.
  • Define project success criteria and disseminate them to involved parties throughout project life cycle.
  • Build, develop and grow any business relationships vital to the success of the project.
  • Conduct project postmortems and create a recommendations report in order to identify successful and unsuccessful project elements.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.

Required Knowledge, Abilities and Skills essential to Job Functions:

  • 8 years direct work experience in a project management capacity, including all aspects of process development and execution.
  • Solid working knowledge of current data center technologies, including the implementation and deployment of enterprise software applications.
  • Experience at working both independently and in a team-oriented, collaborative environment with outsourced software developer teams.
  • Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
  • Reacts to project adjustments and alterations promptly and efficiently.
  • Flexible during times of change.
  • Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
  • Strong interpersonal skills with demonstrated ability to elicit cooperation from a wide variety of sources, including upper management, clients and other departments.
  • Ability to monitor, mitigate, remediate and escalate, if needed, disagreement among the project team.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Software applications:

  • Proven experience managing the implementation of a HRMS ERP systems.
  • Proven experience with full lifecycle implementation with a HRMS ERP system, such as PeopleSoft, Oracle, Workday, SAP, etc. and technical knowledge of ERP applications.
  • Understanding of the agency’s HRMS processes and policies that are key to successful implementation of the new system.
  • Ensuring regulatory compliance, at all times, by defining and ensuring adherence to established processes and maintaining updated documentation at all times.
  • Strong familiarity and demonstrated command of project management and Microsoft software products (e.g., MS Teams, Project, Visio, Excel, Word)

Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.

Training and/or Education:

Degree in Business Administration or Management Information Systems or closely related field from accredited college or university. or the equivalent combination of education and experience required.

Required Experience:

8 years’ combined experience with the successful project management and implementation of HRMS ERP systems. 

Licenses or Certificates:

  • Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
  • PMP Certification preferred.
