Job Posting Close Date:

The Lead Controller will provide oversight of daily transit operations, in addition to performing auxiliary functions that would otherwise need to be performed by a Controller/Dispatcher on a shift. Assists with the day-to-day supervision of personnel and the completion of operating forms/documents as required for HRT Light Rail operations.

Essential Job Functions:

 (Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.)

  • Ensure that the agency's safety procedures, policies and rules are followed by all HRT employees, Non-HRT personnel and visitors that transcend the right-of-way.
  • Assist in ensuring that all AM and PM work is filled and there is no open work that hasn’t been covered and/or addressed prior to the closing of that particular shift.
  • Responsible for reviewing attendance and attendance related paperwork on a daily basis, in coordination with the Manager of Rail Transportation.
  • Provide oversight for Controller/Dispatcher on all aspects of their day-to-day responsibilities.
  • Responsible for filing all Rail Operator paperwork.
  • Responsible for coordinating board picks in accordance with CBA regulations.
  • Assist with the evaluation and discipline of union employees.
  • Analyze SOPs and other procedures and make recommendations to the Manager of Rail Transportation for improvement.
  • Directs, instructs, assigns and assist Rail Operators in proper rail operating rules and procedures.
  • Approve payroll for departmental employees in the absence of the Manager of Rail Transportation.
  • Assist the Manager of Rail Transportation in the employee selection and hiring process for Controller/Dispatchers and Rail Operators.
  • Performs random drug and alcohol testing as required.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Responsible for maintaining a general awareness of HRT’s EMS.
  • Responsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.
  • Other duties as assigned.

Required Knowledge, Abilities and Skills essential to Job Functions:

The Lead Controller receives limited supervision from the Manager of Rail Transportation. Comprehensive knowledge of the collective bargaining unit agreement, HRT work rules, policies and procedures is required. Knowledge of the payroll process. Detail oriented. Ability to work independently. Excellent problem-solving skills. Effective communicator and leader with strong interpersonal and team-building skills. Ability to interact effectively with employees, management, and union officials. Ability to communicate effectively, both orally and in writing and understand views and concerns of others. Ability to identify and resolve problems efficiently and effectively. Excellent organizational skills. Ability to use a computer for data entry, data editing, word processing, and work in various other computer applications. Knowledge and ability to perform all job functions of a Controller/Dispatcher.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using windows-based computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Software Applications:

MS Windows; Microsoft Office Applications, HASTUS.

Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Ensure all employees and contractors are properly trained and understand all rules, safety policies, and procedures to perform their work functions safely. Promote safety awareness by attending safety committee meetings and adhering to all safety procedures and policies. Actively conduct workplace hazard analyses for all employees to maintain a safe work environment. Encourage employee safety reporting program and communication of hazards to the Safety Department. Responsible for the timely mitigation of all unacceptable and undesirable safety risks. Accountable for safety performance within their functional area and achieving the agency’s safety goals.

Training and/or Education:

Minimum qualifications include; an associate degree in Business Management, Business Administration or related field. A combination of relevant experience and/or training which provides the required skills, knowledge and abilities may be considered in lieu of formal degree. Must have a Class B Commercial Driver’s License (CDL) with a (P) endorsement at the time of hire.

Required Experience:

A minimum of five (5) years of progressively responsible experience as a Controller/Rail Supervisor with exceptional work performance and solid management experience to demonstrate leadership capabilities.

Licenses or Certificates

CDL Class B License and/or ability to acquire within sixty (60) days of employment a valid Virginia CDL Class B license with air brake and passenger endorsements.

Special Requirements:

  • This position is classified as essential personnel.
  • Ability to pass DOT physical examination.

Unusual Demands:

This is a 24 hours per day/7 day per week operation. Hours do include holidays, and/or weekends. Includes working weekends, nights and overnight shifts. Includes working holidays and shifts up to 10 hours or longer during emergencies. Abnormal hours and/or split shifts may be required from time to time.
