As the Facilities Contract and Property Manager here at Hamilton County, you will play a pivotal role in overseeing the development, management, and tracking of contracts for a department managing various services. Additionally, the role involves serving as the Facilities Director Designee for county-leased properties, managing real estate transactions, and ensuring compliance with economic inclusion and equity initiatives.
Summary of Job Duties:
  • Prepares contracts and coordinates the contract approval process for all assigned agreements. Tracks contract processing for the entire department (vendor, contract type, term, cost, etc.) utilizing electronic database (i.e., formats contracts, sets provider requirements, negotiates and facilitates department processes and procedures; works with Prosecutor’s office to ensure legality and effective language in contracts; specifies terms for renewal, termination, and measurable performance indicators; collaborates with staff in the planning and development of contracts, budgeting, and monitoring payments); negotiates contracts with providers; oversees service level agreements (SLAs) and memos of understanding (MOUs); monitors accountability and data collection from contract agencies to adhere to federal, state, local, and Board requirements; identifies and coordinates funding sources for services provided by contract agencies; coordinates with Purchasing to assure adherence to contract quality assurance requirements.
  • Serves as the Facilities Director Designee to Manage County-leased properties (e.g., plans and analyzes County space needs for leased properties; explores potential leases, purchases and/or sales solutions; writes requests for proposals and ensures Americans with Disabilities Act, Davis Bacon Act (if applicable) and Prevailing Wage requirements (if applicable) are met as it relates to County Leased properties); establishes payment schedule for property owners, appraisers, etc.; verifies payment arrival and investigates non-payments and late payments; files tax exemptions for County- owned property; researches and obtains information pertaining to real estate (e.g., conducts market research; arranges for property surveys and market analysis; researches property ownership; obtains property descriptions); prepares and/or obtains necessary resolutions; negotiates real estate acquisitions, dispositions and leases; prepares necessary documents and purchase contracts; arranges and/or attends closing of real estate acquired; may initiate legal suit to obtain property from owner; maintains and updates the Real Property Management Plan; updates property database in ARCHIBUS module; meets with the Facilities Director on a weekly basis and provides a written report on statuses of open issues related to property items listed above and assigned contracts; provides annual report to the BOCC; receives and redistributes tax bills to other appropriate County Departments for payment; prepares documents to secure tax exemptions; provides a weekly report of activities.
  • Serves as the Department’s main contact with the Economic Inclusion and Equity Department (EIED); reviews the Department’s Quarterly Expenditure Report provided by EIED on a quarterly basis. This review includes verifying Vendor Names, Service Type, Total Spend, Note/Procurement Type, Addressable Spend, applicable Vendor Certification Type (MBE, WBE or SBE); assists Department Vendors through the County’s process that are interested in becoming added to the EIED BOLD Directory; ensures that the Minority, Women, and Small Business Enterprise Programs and/or Small Contract Enhancement Quote and Matching Processes are implemented into all assigned procurement processes for Goods and Services with a value of $2,500 and Greater; provides support to the entire Department associated with B2Gnow software data entry and vendor compliance tracking for contracts valued at or above $75,000; reports any Minority, Women, and Small Business Participation compliance issues to the Facilities Director, applicable Assistant Director, EIED Director and the County Purchasing Director.
  • Develops, coordinates and monitors Request for Proposals (RFP) procedures as assigned (i.e., develops scope of RFP, time frames, and specific criteria for submission, identifies services and costs, selects providers, and develops the framework for evaluation of proposals); enforces contracting policies and procedures according to state laws, rules and regulations, Board policies and procedures, and SLAs.
  • Develops, updates, and maintains listing of Professional Service Agreements, Construction Contracts, Service Agreements, State Contracts, Cooperative Purchasing Program Contracts, GSA agreements, etc. for the entire Department used for the purchasing of goods and services.
  • Assists department management staff researching and recommending regulatory requirements for specific scopes of work as outlined in State, Federal, Local, and/or Board Policies that may be necessary due to funding, certifications, etc. to be implemented as required on specific contracts or agreements; travels and gains access to a variety of facilities in personal or county vehicle in a safe, efficient and effective manner in accordance with the established procedures.
  • Participates in budget and strategic planning for the Department as it relates to the utilization of contract providers; works on pilot programs and other special projects; performs other related duties as required or assigned.
  • Plans and schedules acquisition of property for construction, maintenance and other assigned projects that may not be assigned to Facilities Project Management or Facilities Management; determines procedures and objectives to obtain property for public use; prioritizes project assignments based on project time limits; meets with and responds directly to officials regarding real estate acquisitions; interacts with MSD on property matters including leases, sales, and acquisition of properties; confers with contract appraisers, Prosecutor’s Office and property owners; may testify in legal proceedings.
  • Performs other duties as assigned.
  • Demonstrates regular and predictable attendance.
Requirements:
  • Bachelor’s degree in business administration or public administration. Equivalent experience may be substituted.
  • Valid driver’s license issued by the state of residency.
Preferred Qualifications:
  • Real Estate License.
  • Experience with professional service contracts and license agreements.
  • Certified Project Manager (CPM), Project Management Professional (PMP) or similar certification in the field of Project Management.
  • Certified Diversity, Equity and Inclusion Practitioner or similar certification in the field of Economic Inclusion and Equity.
