Hall County is Hiring a Senior Planner Near Gainesville, GA

JOB SUMMARY:

Researches and evaluates land use, zoning, and development applications to provide staff support for the Planning Commission; provides zoning information to the public; reviews applications for various permits to determine compliance with zoning requirements, and recommends code amendments. Approves plats, reviews site plans, Development of Regional Impact (DRI) applications, and assists with updates to the Land Use Comprehensive Plan.

MAJOR JOB RESPONSIBILITIES (incumbents may not perform all duties):

Supervises, Planner I and Planning Technicians to implement best management practices during the site plan review process.

Oversees the review, implementation, and enforcement of the County’s Tree Preservation Ordinance.

Assists the public in researching zoning and development cases. Determines feasibility of requested zoning changes, describes procedures for obtaining permits, and advises appli­cants of potential problems and options.

Accepts, processes, and maintains zoning application forms. Reviews applications for permits, evaluates zoning and annexa­tion cases, prepares staff reports, and recommends appropriate action.

Oversees and assists with preparation of official zoning maps, legal ads, staff reports, notifications, advising Planning Commission members, and notifying applicants. 

Coordinates subdivision and zoning administration review with other departments, Planning Commission and Board of Commissioners.

Develops code amendments as needed. Collects, analyzes, forecasts, and publishes demographic and land use data. Maintains records and reports on zoning and permit activities.

Designs, coordinates, and executes special projects, including aerial mapping projects and consultant studies.

Coordinates meetings with the public, as well as private developers to resolve complex and controversial issues.

Represents the Department at various local and regional planning events.

Oversees the review, implementation, and enforcement of the County’s Tree Preservation Ordinance.

Coordinates with contractors, developers, and other County staff to review plans, analyze site limitations, plant choices, planting techniques, and maintenance requirements, compliance with plan specifications and prepare reports to staff.

Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor’s degree in City Planning, Regional Planning, or related field.

Three years of related experience. Experience in zoning administration and comprehensive planning is desired.

Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.

Licenses and Certifications:

Valid Class I Driver's license and a satisfactory Motor Vehicle Record (MVR).

Knowledge, Skills, and Abilities:

Knowledge of comprehensive planning principles, including forecasting and project feasibility analysis.

Knowledge of cartography, cadastral mapping, and surveying fundamentals.

Knowledge of site planning and urban design principles and practices.

Knowledge of Georgia land use laws and local regula­tions.

Ability to use personal computer in research and analysis for record management and statistical reporting.

Ability to deal courteously and diplomatically with the general public.

Ability to communicate clearly and effectively, both orally and in writing.

Ability to read zoning maps and legal descriptions.

Ability to prepare and present a variety of concise reports for oral and written presentation.

Ability to read and interpret site plans, specifications, and blueprints.

Ability to handle stressful or hostile situations with tact and courtesy.

Ability to make independent decisions and to use sound judgement.

Ability to interpret and enforce codes and ordinances with tact, firmness, and impartiality.

Ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.

ADA Minimum Requirements:

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Duties require the ability to use a personal computer and to operate a motor vehicle.

Sensory Requirements: Tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed with occasional exposure to adverse environmental conditions including weather.
