HOUSING CHOICE VOUCHER (HCV) COORDINATOR

Department: Housing Choice Voucher (HCV)

Reports To: HCV Manager

FLSA: Non-Exempt

Union Affiliation: Bargaining

Employment Status: Full-time (35 hours, 4 days/week)

Schedule: 7:45 a.m. to 5:30 p.m., Monday - Thursday

The Housing Choice Voucher (HCV) Coordinatoris responsible for assisting assigned participants through the Federal (Section 8) and/or State (Rental Assistance Program, RAP) voucher eligibility, issuing, and recertification processes. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Conducts all activities associated with the Housing Choice Voucher (HCV) Program, including eligibility determinations, new lease and contract executions, re-certifications, and monitoring participant program compliance. 
  2. Seeks guidance, take direction from HCV Manager in administration of activities, as required. 
  3. Coordinates as necessary with the HQS Inspector to ensure that new inspections, annual inspections, and required follow-up inspections are timely completed. 
  4. Receives and records applications, prepares applicant folder, and determines initial program eligibility. 
  5. Notifies applicant of available subsidy, determines final eligibility, and processes new lease-up documents, records applications, prepares applicant folder and determines initial program eligibility.

  7. Participates in landlord outreach activities as directed by the HCV Manager, provides administrative support to the HCV Manager with required data program reporting, and maintaining management tools and logs. 
  8. Participates in administrative activities, such as but not limited to scheduled staff meeting, report preparation, performance review sessions, court hearings, administrative hearings informational sessions, etc.

KNOWLEDGE, SKILLS, AND ABILITIES

  1. Demonstrate effective verbal and written communication skills.
  2. Ability to handle and resolve situations of minor conflict effectively, in a professional manner.
  3. Proficient with computers, including MS Office suite software, Internet, and electronic mail programs.
  4. Exceptional organizational and filing skills.
  5. Manage and complete multiple tasks across departments or functional areas.
  6. Organizational skills to maintain required records such as tenant files, vacancy reports, etc., in accordance with established file management system. 
  7. Knowledgeable of the characteristics, lifestyles, and special needs of low-income families and individuals.
  8. Knowledge of Authority policies and procedures, particularly as they pertain to public and private property management.
  9. Knowledge of applicable regulatory agency rules and regulations that apply to the Section 8 Program and other relevant areas, which may include Department of Housing and Urban Development (HUD) Public Housing and Multifamily Housing Programs, Connecticut Housing and Finance Authority (CHFA) and other programs as required.
  10. Understands and keeps current on policies and procedures, and federal, state, and local codes, rules, and regulations as they pertain to job responsibilities. particularly those related to SEMAP and QHWRA. 
  11. Mathematic skills sufficient to perform calculations required for determining voucher eligibility or adjustments.

EDUCATION AND EXPERIENCE

  1. High school diploma or GED required.
    1. Additional college-level credit hours in Public Administration, Business Administration, or a related field preferred.
  2. Minimum one year of work experience in a related field required. 
  3. Experience working with low-income and or special needs individuals preferred.
  4. Knowledge of Public Housing, the Low-Income Housing Tax Credit program or other affordable housing programs a plus.
  5. Bilingual ability in Spanish is a plus.
