EDUCATION AND EXPERIENCE REQUIRED:

The NPMHP must qualify as a Licensed Practitioner of the Healing Arts (LPHA) as defined in TAC 26. This consists of a person licensed as one of the following and acting within the authorized scope of the person's license:

  • Physician;
  • Licensed professional counselor;
  • Licensed clinical social worker;
  • Psychologist;
  • Advanced practice registered nurse;
  • Physician assistant; or
  • Licensed marriage and family therapist

REPORTS TO: Director of Program Operations

JOB PURPOSE

A non-physician mental health professional (NPMHP) will serve as a mental health and substance use resource for school districts located in the region served by our regional education service center (ESC). The NPMHP will serve as a resource regarding child/adolescent mental health and substance use for school and education service center (ESC) personnel by:

  • Increasing ESC and school personnel's awareness and understanding of mental health and co-occurring mental health and substance use disorders
  • Assisting personnel in the implementation of initiatives related to mental health or substance use
  • Ensuring personnel are aware of:
    • 4 Best practice-based programs and research-based practices
    • 4 Other public and private mental health and substance use programs
  • Facilitating Mental Health First Aid trainings
  • Facilitating trainings regarding:
    • 4 The impact of grief and trauma
    • 4 Special considerations in supporting children with intellectual or developmental disabilities who are impacted by grief or trauma
    • 4 Prevention and intervention programs proven effective in helping students cope with pressures to:
      • Use alcohol, cigarettes, or illicit drugs; or
      • Misuse prescription drugs

    In addition, the NPMHP meets multiple deadlines and reporting requirements. May perform other work duties as assigned by Director. Will represent Gulf Bend Center and the ESC in a positive, mature, and professional manner at all times and maintain a positive interface with community providers/stakeholders. Work is performed under the general supervision of the Director of Behavioral Health Services with considerable latitude for the exercise of discretion and independent judgement.

    ESSENTIAL FUNCTIONS AND DUTIES:

    1. Completes a needs assessment related to mental health and substance use and misuse for children, adolescents and families in the targeted ESC area by working closely with:

    • Texas Health and Human Services Commission ? Children's Mental Health Unit Program Specialist;
    • The LMHA/LBHAs in the ESC region;
    • The MHFA Outreach Workers at each of the LMHA/LBHAs;
    • The ESC staff;
    • The local school districts; and
    • Other community stakeholders.

    2. Research resource information online and through networking.

    3. Liaison and collaborate between systems including: LMHA/LBHAs, ESCs, school districts, community agencies, and state agencies. (Additional LMHA to include Camino Real and Coastal Plains)

    4. Design, implement, and coordinate a calendar of events.

    5. Facilitate trainings according to program guidelines.

    6. Complete and submit monthly reporting template to LMHA/LBHA supervisor.

    7. Comply with HIPPA and FERPA regulations

    8. Establish a system for information sharing and follow-up

    9. Demonstrate leadership and initiative throughout this process

    10. Possess strong Microsoft Office skills such as creating presentations and a variety of training material and creating graphs, charts, and tables

    11. Assists with program planning and development as delegated by Director.

    12. Must maintain regular and reliable attendance.

    13. Complies with telework/remote agreement.

    14. Uses the trauma informed care approach when providing services and working with others.

    • Understands the Three E's of trauma-informed care.
    • Understands the Four R's of trauma-informed care.
    • Understands the six key principles of trauma-informed care.

    KNOWLEDGE, SKILLS, ABILITIES, and COMPETENCY:

    Trauma-informed:

    A trauma-informed approach to care ?realizes the widespread impact of trauma and understands potential paths for recovery; recognizes the signs and symptoms of trauma in clients, families, staff, and others involved in the system; and responds by fully integrating knowledge about trauma into policies, procedures, and practices, and seeks to actively resist re-traumatization.? The six key principles of a trauma-informed approach include: safety; trustworthiness and transparency; peer support; collaboration and mutuality; empowerment, voice and choice; and cultural, historical and gender issues (Substance Abuse and Mental Health Services Administration [2014]).

    • The Three E's of Trauma: Events, Experiences, and Effects.
    • The Four R's: Key Assumptions in a Trauma Informed Approach ? Realization, Recognize, Respond, Resist Re-traumatization.

    EQUIPMENT, TOOLS AND MATERIALS

    • Computer, telephone, projectors, calculator, printer, fax machine, and copy machine are used in performance of essential job duties.
    • Various forms of paperwork are handled in performance of essential job duties.

    DEGREE AND/OR CERTIFICATION REQUIRED (IF APPLICABLE):

    Required: Graduated from an accredited college or university with a master's degree or higher. Ability to pass a fingerprint-based background check

    License Required:

    • Current and valid Texas Driver's license and a clean driving record with reliable transportation
    • Current licensure for LPHA

    • Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. Liability insurance required.
    • Must be insurable by Center's liability carrier if employee operates a Center vehicle or drives personal car on Center business.
    • Good driving record as defined by Gulf Bend Center.
    • Must complete all CORE training requirements prior to the due date.
    • Must have computer experience to include: Microsoft Word, Excel, and Outlook. Must have good organizational skills to achieve multiple deadlines. Ability to type 40 wpm.
    • Must maintain regular attendance and reliability which is critical to business operations. This is a fulltime position. Days and hours of work are Monday through Friday, 8:00am to 5:00pm or agreed upon hours 100% of the time, to ensure consistency and completeness of program's processes. Evening and weekend work may be required as job duties demand.
