Description

GENERAL STATEMENT OF DUTIES

Manages the space allocation, capital improvement planning, supports the Division Director and Facilities Director in monitoring spending and preparing annual budgetary requests. This is a critical role in supporting the department’s compliance with accountability, service excellence and efficiency of County spending on routine repair, maintenance and capital repairs.

DISTINGUISHING FEATURES OF THE CLASS
An employee in this position performs responsible professional work in the overall data mining, preparation, and administration of the County's Capital Improvements Program (CIP) budgets; building maintenance performance analyses; evaluation of County building maintenance and space management programs; aid in strategic planning; assists in the development and review of benchmarking, performance measures and objectives; assists in the development of short and long-range capital plans; conducts general research; and participates in Facilities departmental productivity improvements efforts. Employee participates in the preparation of the Facilities department’s budget through review and analysis of more complex and sensitive departmental requests and presents recommendations to the appropriate Facilities staff. Conducts special studies evaluating the efficiency and effectiveness of departmental procedures, operations and programs, and the review and development of performance objectives. Assists the Facilities department in preparing proposals, reports and contracts.

Examples of Duties

DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
  • Assesses, reviews and analyzes assigned Facilities capital spending and makes appropriate recommendations on areas to focus or improve to optimize the preservation and extend the life of County property assets.
  • Assists in the development of the Capital Improvements Program (CIP) to facilitate planning and implementation of necessary capital investments.
  • Assists in the development of long-range expenditures forecasting to aid financial planning and the establishment of departmental priorities.
  • Reviews, analyzes and makes recommendations on the fiscal and programmatic impact of operational and service initiatives.
  • Performs data mining in the Computerized Maintenance Management System (CMMS) used in Facilities to highlight areas for improvement in efficiency and cost control.
  • Performs data mining in the MUNIS system to report and summarize departmental-level spending, and cross-department spending, on all maintenance and capital project budgets and to track departmental revenues received.
  • Evaluates Facilities programs and services to determine efficiency and effectiveness and to assess the achievement of established goals and objectives.
  • Assists in the development and review of benchmarking, performance measures and strategic planning for the department.
  • Conducts space management studies as assigned and presents findings and recommendations.
  • Maintains space management information and findings from studies using various software platforms.
  • Serves as Facilities Department liaison to the Budget Management Department.
  • Monitors the department’s expenditures and provides analysis to department leadership with monthly reporting.
  • Performs other duties and responsibilities as assigned.

RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
  • Thorough knowledge of the principles and practices maintenance management, public administration, budgeting and property management.
  • Experience with CMMS software packages.
  • Able to read and interpret floorplans, architectural drawings and sketches.
  • Working knowledge of building construction, building maintenance principles and building repair.
  • Skilled with MS Excel, MS Word, MS PowerPoint and MUNIS software.
  • Preferred experience using space modeling software.
  • Working knowledge of mathematical computations, analytical skills, data collection, evaluation/research techniques and methodology.
  • Ability to analyze complex problems and prepare and present appropriate recommendations clearly in written or oral form.
  • Ability to establish and maintain effective working relationships.
  • Ability to plan, organize, and coordinate an effective work schedule.
  • Ability to exercise independent and sound judgment, discretion, initiative, creativity, and resourcefulness.

Typical Qualifications

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university with a degree in public administration, accounting, business administration, real estate management, construction management or a related field and two years of experience in maintenance operations, property management and/or data analysis; OR Associates degree in public administration, accounting, business administration, building maintenance or a related field and four years of experience in maintenance operations, property management and/or data analysis OR High School diploma or GED and six years of experience in maintenance operations, property management and/or data analysis.

Supplemental Information

PHYSICAL DEMANDS AND WORK CONDITIONS

Must be able to physically perform the basic life operational functions of fingering, and talking.
Must be able to perform light work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
Must possess the visual acuity to prepare and analyze data and figures, accounting, operate a computer terminal, and do extensive reading.

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
