GENERAL STATEMENT OF DUTIES
The position supports the fiscal and programmatic monitoring and compliance for Guilford County as the Collaborative Applicant and serves as the administrative liaison for Continuum of Care Program Manager. Work is supervised by the Continuum of Care Program Manager.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs a variety of duties that requires advanced knowledge in social work, specifically homelessness, Continuum of Care (CoC) practices, and HUD policies and procedures. Work involves the provision of both direct and indirect services to clients, stakeholders, community, and county staff. The position exercises discretion and independent judgment; representative inquiries may involve giving guidance to resolve issues or influence the resource planning process. Work is performed under minimal supervision and is subject to review and evaluation through conferences, post-audits, personal inspections, written reports, and public acceptance.
DUTIES AND RESPONSIBILTIES
Essential duties and responsibilities include, but are not limited to:
- Performs duties for the Continuum of Care Program Manager to include media releases, correspondence, customer relations and quality assurance monitoring and consultation.
- Conducts audits and reviews of the Homeless Services Programs based on HUD standards and county policies to ensure the program is following local, state, and federal standards and policies, and ensures the practice reflects agency values.
- Maintains all incoming and outgoing office documents in centralized filing system.
- Assists with preparation of the annual budget.
- Interprets and explains policies and procedures, rules and regulations, or applicable laws and ordinances to members of the public or CoC partners.
- Represents agency and CoC at meetings, workshops, in-services, conferences, and institutes.
- Develops and coordinates trainings for the community and CoC to educate and enhance knowledge about homelessness.
- Assists with scheduled on-site visits to determine contract compliance by reviewing fiscal operations and problem areas in accordance with HUD, CoC, and Guilford County policies.
- Makes recommendations regarding monitoring reports, operating methods, procedures, and provision of services.
- Ensures contracted agencies are tracking data in the Homeless Management Information System.
- Assists in the annual submission of the HUD Notice of Funding Opportunity and Emergency Solution Grant application process.
- Assists with on-site fiscal inspection and investigation in direct partnership with HUD and the Department of Health and Human Services when inappropriate or fraudulent activities are suspected.

- Extensive knowledge of child welfare, aging and adult standards and practices, local, state, and federal policy.
- Considerable knowledge of the principles and practices of public and business administration, and social work.
- Knowledge of training principles for adult learners to effectively train on program policy and additional skills.
- Knowledge of accounting practices and procedures.
- Knowledge of government operations.
- Skill in record-keeping and report preparation techniques related to case review.
- Ability to analyze, interpret, recommend, and implement policy/procedural guidelines.
- Ability to apply accounting and analytical skills to define/solve problems; collect data and assist public with concerns.
- Ability to initiate and install programs and procedures and to evaluate their effectiveness.
- Ability to plan, assign, and supervise the work of subordinate interns and volunteers.
- Ability to establish and maintain effective working relationships with departmental and County personnel, officials, and the general public.
- Ability to communicate effectively both orally and in writing.
- Ability to clearly convey and receive information and ideals through a variety of media to individuals or groups in a manner that engages the listener.
- Ability to use computer programs to generate reports, and outcomes in a variety of formats.
Driving is Essential
Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
Physical Demands and Work Conditions:
Typically, the employee may sit comfortably to do the work. Work requires contact with clients, family members and other professional disciplines and service agencies. Employees work in settings that range from public service buildings, residential facilities, institutions, or home environments. Must possess the visual acuity to prepare and analyze data, operate a computer, and do extensive reading. Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motion.
Must be able to perform medium work exerting up to 50 pounds of force occasionally and/or up to 10 pounds of force constantly to move objects. Mental demands and normal stress regarding achieving work deadlines are present.
Work environment involves normal, everyday discomforts or unpleasantness. Work area has adequate light, heat, and ventilation; environment is organized and stable.
Work presents no significant hazards to employees.
