About the Position

Dexis' International Development Division (IDEV) provides technical, management, and administrative support for the US Government overseas and domestically, with a focus on field implementation. By executing a proven program management approach with a focus on quality assurance, organizational development, and personnel management, IDEV provides critical implementation and management solutions to strengthen and enhance institutions' decision-making capacity and provide rapid field assessments in conflict-affected environments.

IDEV includes three technical practices - Stabilization, Governance, and Monitoring, Evaluation, and Learning (MEL). The Stabilization Practice uses quick-impact activities and advanced analytics tailored to country contexts and political dynamics to support the US Government in consolidating security gains in conflict-affected areas, while the Governance Practice focuses on rule of law and anti-corruption programming. In addition to program management, Stabilization and Governance Practice team members provide business development support to stabilization and governance-related proposals with leadership serving as technical leads and writers.

The Stabilization Practices require a consultant to support targeted business development for bids in the 2024 pipeline, including, but not limited to: USAID Request for Proposals and Applications.,, Programming for Prevention and Peacebuilding (P4P2) Task Orders (TOs), Office of Transition Initiatives (OTI) TOs, and other bids as needed. The consultant may also be required to support program management needs on an ad hoc basis.

Responsibilities

The consultant will provide support to the Stabilization and Governance Practice's business development efforts as follows:

  • Support market research and competitive landscape(s) analysis;
  • Support bid capture efforts;
  • Serve as technical writer, including as lead writer or section writer;
  • Provide technical advice and guidance, as needed;
  • Support graphic development; and,
  • Provide proposal color reviews, providing actionable feedback for improvements.

The consultant will provide the following support to Stabilization and Governance programs, as needed. Program management tasks include:

  • Support the development and editing of reports or other contractual deliverables, such as semi-annual reports;
  • Provide in-country or home-office (HO)-based surge support during program start-up or close-out;
  • Provide surge support for the respective project management units (PMUs) during heavy workloads, such as preparation for Rolling Assessments or Strategic Review Sessions, annual reporting, or other key events or when a Home Office Point of Contact (HOPOC)/Director has not yet been assigned to a specific program;
  • Provide training/capacity building for PMU members in program management and client management best practices; and,
  • Develop and/or review of communications and media plans

Reporting:

The Consultant will report to the Stabilization Practice's Senior Technical Advisor (or designee) for all administrative and business development needs under this agreement. The Consultant will report to the HOPOC/Director of the respective PMU for program management support services under this agreement.
