Business Manager/Board Secretary
QUALIFICATIONS:
1. Possess or ability to qualify for School Business Official authorization.
2. Successful experience as an Iowa Public School Business Official or similar field.
3. Undergraduate degree in finance, business, accounting, or related area.
4. Basic criteria include a minimum of an associate’s degree in business or accounting or 60 semester hours of coursework in business or accounting of which 9 semester hours must be in accounting.
5. Applicants must have successfully completed an Iowa division of criminal investigation and national criminal history background check.
6. Excellent written and verbal communication, organizational, multi-tasking and prioritizing skills.
7. Interpersonal skills that exhibit friendliness, tact, patience and courtesy.
8. Ability to work independently, in a team environment and willingness to work outside of normal business hours with accuracy and with attention to detail.
9. Capacity to represent the District in a professional manner, which includes but not limited to confidentiality, collegiality, and the ability to obtain and utilize additional training if necessary.
10. Working knowledge of Microsoft office package, Google products, school finance and Software Unlimited school accounting software.
REPORTS TO: Superintendent of Schools and Board of Education.
SUPERVISES: None.
POSITION GOAL: The responsibility of the Business Manager/Board Secretary to serve as the Chief Financial Officer of the Board, account for all district finances, assist the Superintendent in the budgeting process, and maintains accurate record of board business.
PERFORMANCE RESPONSIBILITIES:
1. Prepare certified and operating budgets in a timely manner.
2. Prepare enrollment projections, long range plans, assist the superintendent in projecting staff requirements and projections pertinent to the financial needs of the district.
3. Prepare multi-year projections of revenues and expenditures.
4. Oversee implementation of grants and categorical funded projects.
5. Ensure compliance with bond and debt related issues.
6. Provide regular counsel and advice to the board and program administrators on fiscal and operational areas.
7. Optimize the handling of bank and deposit relationships and initiate strategies to enhance cash position and ensure appropriate investment of district funds as prescribed by Iowa Code and District policies.
8. Direct and implement an effective system of internal financial controls.
9. Oversee the maintenance of finance and business related records, reports and district files and day-to-day operations as determined by district policy and state laws.
10. Ensure district compliance with pertinent state and federal regulatory programs.
11. Communicate district budget and operational status to the community as needed.
12. Ensure accounting procedures meet state requirements for all accounts.
13. Prepare monthly reports for the Board and program administrators highlighting variances in revenues and expenditures for every fund.
14. Investigate operations through appreciate internal audit procedures.
15. Complete, monitor and report activities applicable to state and federally funded programs.
16. Maintain liaison with appropriate county and state officials as related to the fiscal operations of the district.
17. Arrange and coordinate preparation of documents for the annual financial audit.
18. Implement audit suggestions regarding corrections, adjustment, internal controls and segregation of duties in the business office.
19. Manage the district insurance program related to property, worker compensation, liability, district-owned vehicles and employee health benefit programs.
20. Operate within the policies of and implement regulations developed by the District.
21. Establish annual personal and professional development goals focused upon effective leadership characteristics and specific job performance target areas.
22. Participate in workshops, conferences and/or other activities designed to maintain knowledge and skills for effective management and to stay current on school finance and related issues.
23. Develop proposed policies relating to financial management for Board consideration.
24. Perform additional duties and responsibilities as assigned by the Superintendent of Schools.
25. Attend all meetings of the Board.
26. Publish all legal notices concerning district business, minutes, bills and salaries on a timely basis.
27. Keep full and accurate minutes of all meetings of the Board and keep written and recorded minutes of all closed sessions of the Board.
28. Assist in the preparation of agenda setting forth all known items of business to be considered at Board meetings.
29. Notify insurance company of any vehicles acquired or sold and make application for title.
30. Preserve all legal documents of the school district.
31. Prepare bid specifications and issue bid calls when authorized.
32. Files bonds and ensures the level of coverage is adequate.
33. Informs appropriate authorities of the names, addresses, and changes of board officers.
34. Deliver school election nomination papers to county auditor and workers for election polls.
35. Keep records on all regular and special elections.
36. Check all purchase orders and code accordingly.
37. Complete all monthly and annual financial reports for the board including the CAR (Certified Annual Report), the special education supplement and transportation report.
38. Maintain accounting system and utilize account practices that comply with statutory and regulatory requirements.
39. Forecast a line item budget; prepare annual budget, publish annual budget, and submit annual budget file to auditor.
40. Invest excess funds as authorized by the Board of Education.
41. Keep records and make payments on bonds and interest the district owes on school buildings.
42. Manages and navigates the school accounting software.
43. Ensures district policies are not in conflict with the law.
44. Adheres to board policies, district procedures, contractual obligations and the concept of Spending Authority.
45. Inputs financial date through the Iowa Education Portal and other reporting websites.
46. Operate computers, calculators, copiers, postage and fax machines.
47. Aligns line item budget with certified budget.
47. To assume such other duties and responsibilities as may be assigned by the Superintendent and the Board of Education.

TERMS OF EMPLOYMENT: Twelve months per year contract. Salary and benefits are to be determined by the Board based on experience.
EVALUATION: Performance of the job will be evaluated at least annually by the Superintendent.
