Job Description
SUMMARY:
Under the direction of an assigned manager, independently performs a wide variety of complex clerical and technical duties in the preparation and maintenance of personnel and payroll functions, performs specialized functions for state retirement system transactions, prepares reports and materials as assigned, and provides training and work direction to staff to ensure the accurate and timely payment of wages for District employees. Ensures the District is in compliance with District policies and procedures and legal requirements.
ESSENTIAL FUNCTIONS:
Performs specialized, complex and technical payroll accounting calculations involving gross pay, retirement, taxes, contract calculation, retroactive pay, fringe benefits and leave records; interprets the laws and regulations regarding employees' eligibility/enrollment in CalPERS, CalSTRS, Social Security and Medicare or any other retirement system and processes and monitors the proper enrollment, membership reporting and payment to various retirement systems.
Prepare and complete the calculation of employer costs and deposits of employee and employer contributions by established schedules for all state defined benefit retirement programs such as CalPERS and CalSTRS; make payments and perform reconciliations related to these functions; ensure timely reporting to retirement programs.
Create, audit, edit and submit retirement reporting data to the County Office of Education, CalPERS and CalSTRS. Correct and resubmit data as necessary to resolve any variances in the data.
Research, analyze, and interpret complex state retirement program rulings, regulations, policies, procedures, codes and retirement system requirements.
Maintain current knowledge of applicable state retirement regulations; monitor California Education Code requirements and changes to applicable retirement systems. May attend state and regional advisory committees to keep abreast of upcoming proposals and changes.
Evaluate and resolve a variety of issues related to retirement program reporting changes; communicate with human resources and payroll personnel regarding proposed retirement law changes, retirement membership criteria, technical matters and procedures.
Confer with appropriate agencies to resolve retirement issues.
Prepare various forms and other documents and exchange correspondence and information regarding changes of employee status to the County Office of Education, CalPERS, CalSTRS and other governmental agencies.
Monitor hours worked toward CalPERS membership and coordinate communication to Human Resources when qualification for membership has been met.
Provide technical support to district staff involved in the calculation of retirement contributions, maintenance of retirement records and preparation of payroll data reports to State and Federal retirement systems.
Assure that payroll practices are in compliance with district policies and the California Education Code; maintain current knowledge of district policy and collective bargaining contract changes related to payroll.
Assist in preparations for quarterly tax reconciliations and year-end W-2 preparation including adjustments and submission to the third-party tax preparer.
Calculate and prepare pay warrants manually as needed; compute payroll adjustments for revised/cancelled hire letters, docks, bonuses and other unusual items.
Support the department with the payroll processing, as needed, to ensure timely and accurate processing.
Assist the Director, Payroll as needed in complex payroll processing duties and special projects.
Maintain knowledge of the current payroll enterprise system in order to configure and troubleshoot by creating, editing, and testing payroll components in the payroll enterprise system and ensuring integrity of payroll database.
Communicate effectively with district personnel to receive, request and provide payroll information, resolve discrepancies, troubleshoot and explain payroll procedures.
SECONDARY FUNCTIONS:
Coordinate the accumulation of data for outside audits.
Coordinate and audit records retention.
Maintain various statistical files and charts related to the district payroll function for use in the preparation of federal, state and district reports.
Operate office equipment such as personal computer, calculator, typewriter, etc.
Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.
Perform related duties as assigned.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
  • Payroll policies and practices including laws and regulations related to public education.
  • Payroll retirement reporting rules, regulations, procedures, practices and theories.
  • Methods and techniques of researching, collecting and organizing data and information.
  • Federal, state and local laws, codes and regulations pertaining to payroll retirement processing.
  • Applicable sections of the California Education Codes regarding payroll practices and procedures.
  • Customer service skills.
  • Oral and written communication skills.
  • Advanced skills in software applications related to payroll/accounting systems including Microsoft Excel.
  • Principles and techniques of technical recordkeeping.
  • Modern office practices, procedures and equipment.
ABILITY TO:
  • Research, analyze and retrieve data to prepare and maintain complex payroll records, summaries and reports.
  • Reconcile differences within established payroll, retirement and accounting systems using critical analysis skills.
  • Perform a variety of complex and specialized payroll and retirement calculations.
  • Review, interpret and implement laws and governmental regulations, collective bargaining agreements, district policies/procedures and administrative regulations as they apply to payroll.
  • Audit and verify payroll retirement information.
  • Prepare accurate payroll summaries and reports as required.
  • Understand and follow oral and written directions.
  • Competently use a variety of equipment, including a personal computer, calculator, and other related office equipment for assigned area.
  • Establish and maintain cooperative and effective working relationships with employees and representatives of other agencies contacted in the course of work.
  • Complete work with many interruptions, within a team and independently.
  • Exhibit a high level of customer service.
  • Work confidentially with discretion.
EDUCATION:
An Associate Degree or equivalent from an accredited college or university with major coursework in accounting, business administration or a closely related field. Bachelor's degree preferred.
EXPERIENCE:
At least four years of progressively responsible accounting, auditing, financial, payroll, or related experience with lead experience in a large organization, preferably within an educational or governmental sector.
Two years of progressively responsible experience preferred involving retirement processing system experience with the California Public Employees' Retirement System (CalPERS) and/or State Teachers Retirement System (CalSTRS).
