SUMMARY The Program Manager implements, manages and controls all program directives. Ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. Responsible for all related contract personnel and operates the program according to established policies/procedures and within stipulated budgetary confinements. EDUCATION/EXPERIENCE Bachelor’s degree and a minimum of eight (8) years of experience in Project Management; or equivalent combination education/experience. REQUIREMENTS Project Management Professional (PMP) preferred. Must have experience with large contracts with 50 employees. Experience with Agile work environments required. Experience with rapid contract surge/growth a must. ESSENTIAL DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include the following. Other duties may be assigned. Serves as a focal point and provides program management guidance and expert support for the contract. Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contract / program requirements. Works with Subcontract Partners to assess impact and solution options to help the customer. Manages the program in accordance with standard practices derived from the Project Management Institute and produces and maintains a Project Management Plan (PMP) that describe the practices that will be employed to manage this project. Develops and manages detail integrated project plan with deliverable schedules and costs, a risk management plan, and reporting procedures. Maintains regular communications with all clients and stakeholders to advise project status and mitigate any risks. Review all significant cost and schedule variances that may arise and discuss with the Contracting Officer Representative (COR) to jointly resolve. Escalates concerns to project goals, timelines, etc. to the COR in a timely manner. Addresses customer concerns promptly and professionally. Maintains a solid customer relationship and assures customer satisfaction with the successful execution of the project(s). Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications and develops collaborative rapports with solutions-oriented approaches. Implements industry best practices, project management tools and methodologies. When appropriate, ensures staffing levels/skills are adequate for the project scope and deliverables. Actively participates in the hiring of new and replacement project staff. Provides performance assessments and feedback to employees. Responsible for aiding in own self-development by being available and receptive to all training made available by the company. Plan daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability. Fosters an environment in which they and their employees will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract. EDUCATION/EXPERIENCE Bachelor’s degree and a minimum of eight (8) years of experience in Project Management; or equivalent combination education/experience. CERTIFICATES/LICENSES/REGISTRATION Project Management Professional (PMP) preferred. JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES Must have experience with large contracts with 50 employees. Experience with Agile work environments required. Experience with rapid contract surge/growth a must. Operational knowledge and understanding of federal contracting processes. Proficiency in MS Project applied to a software development life cycle. Ability to plan and oversee projects with project management software tools and methodologies. Ability to provide complete Earned Value Management (EVM) reporting to the client/company. Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals. Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner. Exceptional organization skills with ability to manage effectively multiple projects and priorities. Excellent verbal and written communication skills with solid presentation skills and ability to write federal contract proposals. Exceptional customer service and relationship-building skills. Ability to schedule, plan and lead meetings. LANGUAGE SKILLS Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. REASONING ABILITY Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
