The CDBG-DR Quality Control Manager is an . You must be willing to work full-time in an office setting in Sarasota, Florida. This is not a remote opportunity. The ideal candidate will be willing to relocate to other project locations after completion of work with Sarasota County which is expected to have a duration of approximately 3 years. The Quality Control Manager role is a non-construction role that will continually evaluate our estimating and change management processes ensuring accuracy and efficiency throughout the programs’ life cycle. This role will report to our Housing Manager.
Essential Functions
●Evaluate housing rehabilitation scopes of work as prepared in Xactimate® estimating software, to validate appropriateness.
●Evaluate Change Orders submitted by general contractors related to single family housing construction and rehabilitation.
● Review documentation related to single family home rehabilitation and reconstruction, home elevation, and the installation of Mobile Housing Units (MHUs).
● Plan and allocate resources to ensure all components of housing programs are delivered within their expected schedules and compliant with federal requirements.
● Review of Construction documents, inspection reports and change orders.
● Update the Program's digital system of record daily with project specific notes.
● Coordinate with other vendors to establish electronic tracking of all aspects of the housing process from start to final completion.
● Implement processes and quality assurance protocols.
● Create program policies, SOPs, tip sheets & guidance documents to evaluate activities for CDBG-DR eligibility.
● Interpret and apply cross-cutting and other relevant federal regulations including duplication of benefit regulations, procurement, Section 3, Davis-Bacon, etc.
Knowledge, Skills and Abilities
● Knowledge of construction and ability to understand and communicate with others regarding construction specifications and plans
● Ability to communicate effectively with a variety of stakeholders including County staff, General Contractors, subcontractors, and Case Managers working on a federally funded housing program.
● Computer proficiency (Microsoft Office suite, Adobe Acrobat Professional, Outlook, SharePoint) required.
Minimum Qualifications
● At least 2 years working on a federally funded CDBG-DR program.
● At least 2 years working with Xactimate® 28 or X1.
● Valid driver’s license and clean driving record required.
● Ability to travel within Sarasota County to visit satellite offices or project sites.
Preferred Qualifications
● BA, or BS Degree in a management field.
● Knowledge of CDBG-DR laws, rules, and overarching regulations
● Experience reading or interpreting Environmental reports and/or Lead Risk Assessments as prepared for a CDBG-DR funded housing program.
● Experience with CDBG-DR compliance regarding Multi-Family Housing.
● PMP or CCM credential.
● Proficiency with Microsoft Project.
● Experience working with sensitive data and protocols to protect and safeguard information.
● Ability to travel regionally or out of state.
● Ability to relocate to project locations through the state or out of state.
