POSITION SUMMARY

The Operations Database Administrator is accountable for overseeing the day-to-day activities of the data management staff including direct supervision of records support personnel, cable locators and internet support personnel, scheduling of their work assignments and projects and review of such assignments. Principal accountabilities also includes management of database application architecture, programming, troubleshooting and security of the outside and inside plant facility records, GIS database, mapping systems and engineering design systems integration. The Operations Database Administrator must exercise independent and discretionary judgement when investigating, gathering and summarizing information to optimize efficiency for the benefit of the department and the Company.

PRINCIPAL ACCOUNTABILITIES

DAILY

· Oversees daily scheduling of work assignments issued to the staff

· Reviews, monitors and analyzes needs of applicable personnel based on immediate and future demands

· Processes all daily departmental paperwork and reports

· Oversees daily posting of verified data or in-service and closed graphic and non-graphic work order information to the GIS database.

· Oversees daily posting of in-service, verified or closed COE work order data to the appropriate COE records database.

· Oversees daily posting of in-service, verified or closed Plant Condition Reports and Plant Work Orders to the appropriate records base.

· Oversees the daily integration of data between various data systems as well as data integration from and to other systems, including but not limited to GPS data and data from external sources.

· Oversees daily USA procedures, coordination and scheduling of cable locates

· Oversees internet support staff ensuring high quality local technical support for internet subscribers

· Understands and accepts the necessity for reporting to work, on time, and is ready and able to perform the duties and responsibilities of the position on a daily basis

· Proactive involvement in the Company’s Safety Program, including compliance with all rules and regulations, and for continuously practicing safety while performing their duties

· Proactive involvement of all staff in the Company’s ongoing customer satisfaction programs

· Duty Supervisor responsibilities

PERIODIC

· Maintains database results by setting and enforcing standards and controls.

· Prepares for database expansion by studying plans and requirements; advising senior management; coordinating design and programming.

· Prepares status and Ad Hoc reports as required

· Upgrades hardware and software by assessing transaction processing and database production options.

· Maintains database performance by troubleshooting problems.

· Keeps senior technical management informed by preparing reports on system performance and problems.

· Accomplishes platform upgrades and improvements by supervising system programming.

· Oversees the integration of data from and to various computer systems, including but not limited to GPS data and data from external sources.

· Secures database by developing policies, procedures, and controls.

· Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

· Accomplishes information systems and organization mission by completing related results as needed.

PHYSICAL REQUIREMENTS

· Possesses the ability to speak clearly and understandably and hear communications by telephone and in person

· Possesses fine and gross manipulation skills

· Possesses grasping and power grip abilities

· Must have good vision (with correction)

· Must be able to sit for prolonged periods of time

· Must have ability to stand, sit , squat, bend kneel, twist, crawl, Reach, lift, balance, carry, push and pull to accomplish daily tasks associated with requirements of the position

· Must be able to perform job duties and responsibilities in all @types of weather, ranging from extreme heat to cold, including rain and snow

· Must have the ability to walk and negotiate rough terrain while carrying necessary equipment to perform job duties

· Must have the ability to drive in all @types of terrain and in all @types of weather, including rain and snow

· Must have the ability to install and remove tire chains from vehicles

· Must be able to lift 50lb. maximum with frequent lifting and/or carrying objects weighting up to 25lb.

QUALIFICATIONS

EDUCATIONAL REQUIREMENTS

· Bachelor degree, emphasis in GIS, database management, electronic engineering, land surveying or related field desirable

TECHNICAL REQUIREMENTS

· Computer literate with emphasis on Microsoft Office

· Detail functional knowledge of CAD/GIS systems software, preferably AutoCAD Map 3D

· Detail functional knowledge of ArcGIS Online applications

· Detail functional knowledge of GPS systems, equipment and techniques

· Detail functional knowledge of data structures associated with GIS systems.

· Detail functional knowledge in SQL and SSRS

· Knowledge of cable splicing and assignment

· Knowledge of RUS symbols and procedures

· Knowledge of data and special circuit design parameters

· Proficiency in reading engineering and splicing schematics

· Proficiency in reading and developing as-built prints

· Proficiency in reading record-of-survey maps and Assessor's Parcel information

· Conceptual understanding of basic DC and AC electronics

· Supervisory skills

· Possesses and maintains a valid and unrestricted class “C” driver’s license, with driving records that provides insurability under the Company’s vehicle insurance carrier and within the guidelines of the Company

WORK EXPERIENCE

· 3 years as an OSP engineer, OSP Technician, Line Assigner, CAD Operator, or similar position, where duties correspond with the essential and periodic functions of this position

· Supervisory experience desirable. Data Maintenance, Database Management, Promoting Process Improvement, Presenting Technical Information, Database Design, Reporting Skills, Quality Focus, Technical Understanding, Attention to Detail, Thoroughness, Requirements Analysis

ENVIRONMENTAL CONDITIONS

GENERAL OFFICE CONDITIONS

Exposure to an air-conditioned/heated office environment with exposure to low noise levels from office equipment and voices. No exposure to notable hazards or unusual atmospheric conditions

CENTRAL OFFICE

Exposure to an air-conditioned/heated office environment with moderate noise levels generated by the equipment. However, travel conditions from one office location to another can result in exposure to outside elements ranging from extreme cold/heat/humidity/rain/snow

OUTDOOR CONDITIONS

Exposure ranges from mild to extreme weather conditions, including heat, cold, humidity, rain and snow. At times, personal protective equipment and clothing are the only protection provided against the elements. There is also unavoidable exposure to plant and animal life that inhabit the area. Environments may also include crawl spaces and attics. These conditions range from wet, damp and cold to hot, humid and dusty
