Baltimore County is Hiring a HHS Finance and Administration Communications Specialist - Non-Merit (Administrative Lead) Near Towson, MD

Regular Schedule: 34 hours per week. Plus County benefits
A Non-Merit vacancy exists in the Department of Health and Human Services, Bureau of Finance and Administration. Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Job Purpose
Under general supervision, highlights and promotes departmental programs and services that address the wellbeing of Baltimore County residents in the areas of health and human services. Works to position the Department and its staff as experts in the various human service arenas.

Essential Job Duties
  • Utilizes various platforms to deliver an array of public health and social services messages.
  • Develops and maintains community partner relationships.
  • Under direction, oversees, logs and provides responses to Public Information Act (PIA) and Freedom of Information Act (FOIA) requests received from the media and the general public.
  • Serves as legislative liaison for the Department.
  • Plans, schedules and attends internal and external meetings relevant to advancing agency communications and operations objectives.
Examples of Other Duties
Performs other related duties as required, including:
  • Develops, reviews and edits presentations, correspondence, talking points, media responses, etc., for use by Executive Team Members and for internal and external distribution.
  • Develops and distributes press releases to highlight and promote programs and services.
  • Contributes appropriate messaging to social media platforms.
  • Works with program teams to develop and highlight effective messaging.
  • Works closely with leadership to develop and strengthen employee engagement.
  • Reviews and updates content for the HHS website.

Graduation from an accredited college or university with a bachelor's degree preferably in communications, public affairs, business, or a related field;
Plus
Five years of experience in marketing and/or outreach, with strong written and verbal communications skills.
 
Additional experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Possession of a valid non-commercial class C Maryland Driver's license or an appropriate equivalent is required at the time of appointment.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes. 

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Licenses and Certificates
Possession of a valid non-commercial class C Maryland Driver's license or an appropriate equivalent is required at the time of appointment.  
Applicants appointed to this position must have a valid driver's license and reliable transportation.
Physical and Environmental Conditions
The work of this classification is essentially sedentary but may include occasional walking, standing, lifting or other limited physical activity. Positions may require traveling between work sites.
The person appointed to this position is considered an essential staff member during emergencies, which means you may be required to be at work during all types of inclement weather and other emergency conditions.
Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
