About the Community Partner Support Unit:
The Division of Social Services’ Community Partner Support Unit (CPSU) helps increase access to social services and promotes self-sufficiency by providing ongoing, personalized support to organizations that serve those in need. The CPSU uses a network of more than 500 community and business partners to connect our clients to employment opportunities and other benefits and services.
Summary Statement:
The Division of Social Services’ Community Partner Support Unit (CPSU) Strategic Communications Unit (SCU) has an extensive network of business and community partners that support our clients as they work towards achieving their goals. The team serves as the main resource contact for our current and future partners. They also promote programs, events and activities organized by the Community Partner Support Unit. Additionally, Strategic Communications compiles and publishes departmental data for reporting.
Policy & Procedures Analyst Job Summary:
The Division of Social Services’ Community Partner Support Unit (CPSU) Policy & Procedures Analyst facilitates, maintains, and manages all required activities related to updating, publishing, and developing policies, procedures, and forms for the CPSU. The Community Partner Support Unit (CPSU) Policy & Procedures Analyst reports to the CPSU Administrator and Supervisor.
Policy & Procedures Analyst Responsibilities:
The following are a list of responsibilities of an Analyst for the Community Partner Support Unit (CPSU). These functions are not intended to be a complete list of all CPSU job duties. More specific job duties for the CPSU Analyst related to the function of the CPSU team goals and objectives.
  • Demonstrate knowledge of Department of Health and Social Services (DHSS)/ Department of Social Services (DSS) benefits policies (such as SNAP, TANF, TANF-like, GA, Medicaid, POC and RCA), principles and procedures to include confidentiality, diversity, collaboration, and teamwork.
  • Attend and participate in mandatory trainings, seminars and meetings as needed in person or via Delaware Learning Center (DLC) to enhance team knowledge by designated deadlines.
  • Comply with all regulatory standards and Department/Divisional policies and procedures.
  • Attend and actively participate in team and unit meetings for information exchange, policy review and problem solving.
  • Represents the CPSU on task forces, committees, special projects, government events, outreach activities as needed and with the public.
  • Demonstrate proficiency in conducting workshops, presentations and /or trainings as related to the policies and procedures to CPSU staff and management.
  • Maintain strict confidentiality with respect to information concerning clients, personnel, and other administrative matters affecting the Division.
  • Communicate and coordinate with internal and external clients, colleagues, partners, and vendors as needed.
  • Comply with all regulatory standards and Department/Divisional policies and procedures.
  • Attend and participate in all required meetings and training workshops.
  • Adhere to the DSS issued Dress Code as stipulated in the Employee Guide.
  • Determining and assessing the impact of introducing new or revised policies and procedures to CPSU internal and external audiences.
  • Develop written new policy and procedure updates and communicating those updates to CSPU staff and leadership.
  • Conducting regular team audits to make sure process and procedures are being followed and the most up to date.
  • Evaluate the effectiveness of existing policies and procedures, initiate enhancements as identified through guidance and feedback of the CPSU Strategic Communications Administrator and Supervisor.
  • Serving as contact person on all policies and procedures related to the CPSU operations and standards.
  • Act as a resource for answering questions related to CPSU policies and procedures.
  • Develop and maintaining a central repository to store all CPSU policies, procedures, forms and other processes resources. Also, ensuring that all information stored in repository is the most current version.
  • Conduct training with CPSU staff members on Communication Team processes, tools and resources (i.e. Canva) as well as other Communications related materials as needed.
  • Develop and presenting quarterly reports on audits, updates and other policies and procedures resources to the CPSU Strategic Communications Administrator and Supervisor.
  • Perform other duties and special projects as assigned by unit Administrator and Supervisor timely and accurately
Qualifications
Applicants for a Community Partner Support Unit (CPSU) Analyst position must have education, training and/or experience demonstrating competence in each of the following areas.
  • At least one (1) year experience in case management, social work and/or human services.
  • High school diploma or equivalent is necessary, B.A. or B.S. preferred.
  • Skilled in effective communication, both orally and in writing.
  • Ability to travel to sites and events statewide as needed.
  • Proficiency in Outlook, Microsoft Office (Word, Excel, and PowerPoint) Google Drive and Docs. Proficiency in design software and/or design resources (i.e., Adobe Creative Suite or Canva) is a plus, but not required.
  • At least six (6) months experience in narrative report writing.
  • Ability to work efficiently and effectively to meet deadlines.
  • Ability to work as a team member, as well as independently.
  • Skilled in handling complaints tactfully and thoroughly.
  • One year experience in using standard computer software programs for word processing, spreadsheets, or databases.
