Qualifications

POSITION SUMMARY

The Director of Compliance and Quality is responsible for the oversight of quality and compliance for all Goodwill Industries of San Antonio. Working with the Vice President of Compliance and Quality, this position will focus on quality and compliance initiatives related to customer satisfaction, continuous improvement, and defect prevention within all areas of the Agency; ensures alignment of established quality and compliance policies and procedures; and ensures implementation of consistent quality and compliance initiatives throughout the Agency. This position is also responsible for all phases of contracts, subcontracts, and grants administration, including contracts language reviews and cost proposals, to provide for proper contract acquisition and fulfillment in accordance with Agency policies, legal requirements, and customer specifications.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversee and perform tasks related to quality, with a focus on customer satisfaction, continuous improvement, and defect prevention. Develops and maintains quality systems, processes, and procedures.
  • Provide quality and compliance support for all work areas. Plan, manage, and provide team leadership to support regulatory and compliance activities at the locations.
  • Develop and authorize the implementation of site policies and procedures to ensure compliance with government requirements and Agency policies.
  • Coordinate with Leadership Team members to ensure current policy and procedure documentation is maintained. Assist management teams with developing and implementing improvements to teams’ processes and procedures.
  • Represent the Agency to customers, certification/audit agencies, and regulatory agencies, on topics to include but not limited to certification, audits, training, and maintenance of ISO and CARF.
  • Schedule, coordinate, and conduct internal quality systems audits for all sites. Conduct audits on compliance with contractual requirements.
  • Identify areas of risk and non-compliance to the business and make recommendations to neutralize or mitigate them to senior management. Ensure risks are considered in general business changes and expansions.
  • Provide guidance to ensure Goodwill is in compliance with legal requirements and government regulations with regard to all contracts and grants, ensuring compliance under guidance of the FARs and DFARs and other regulatory agencies governing contracts and grants.
  • Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiations.
  • Act as primary editor for contract negotiation drafts in conjunction with operational and business development units. Maintain master contracts and subcontracts files.
  • Coordinate, develop, and produce contract and subcontract documentation such as agreements, modification task/delivery orders, solicitations, estimates, cost/price analysis, special contract provisions, certifications, and correspondence.
  • Prepare and deliver timely performance appraisals for direct reports and ensure performance appraisals for assigned work units are completed on time and in a quality manner. Coordinate with Human Resources to administer rewards and recognition, promotions, transfers, disciplinary actions, or terminations in accordance with the organization’s policies and applicable laws.
  • Monitor and address performance issues on a timely basis.
  • Promptly investigate or participate in investigations for all reported incidents. Maintain harmonious working relations between team members. Ensure team member complaints are promptly addressed and follow through to resolution.
  • To accommodate business needs and management objectives other duties may be assigned by a management member.

REQUIREMENTS

  • Bachelor’s degree in business, contracts management, public administration, or related field. Master’s Degree and/or compliance certification strongly preferred.
  • 5 years quality and compliance experience in corporate, non-profit and/or federal contracts environments.
  • At least 5 years or progressively responsible experience in procurement and contracting, with strong experience in contracts review relative to FAR, DFAR and state and local regulatory agencies.
  • Experience developing and leading teams with proven results in achieving measurable outcomes.
  • Excellent written and verbal communication skills with ability to effectively collaborate with all levels of the organization.
  • Advanced skills in MS Office-Word, PPT, Excel, and applicable databases. Advanced skills in MS Office-Word, PPT, Excel and applicable databases and data analytics.
