Summary:

Nisga’a TEK, LLC is seeking a Site Manager (SM) for our Aviation Maintenance Services contract located in Fort Benning. The SM will be responsible to the overall management and coordination of this contract.

Essential Job Functions:

  • Perform purchase order/task order/contract pre-award functions such as reviewing and assisting customers with the preparation of procurement requests, requests for contracts, statements of work, and sole source justifications, and assisting customers with market research.
  • Preparing solicitation documents; obtaining quotes/proposals; reviewing quotes/proposals; making recommendations to the Contracting Officer for source selection and preparing associated pre-award and award documentation for Contracting Officer review.
  • Perform purchase order/task order/contract post-award functions such as processing unilateral and bilateral modifications and closing out awards after expiration of the award.
  • Ensure accurate terms and conditions are included in the award.
  • Provide advice and assistance to contractors and program officials on administration issues.
  • Perform the full range of closeout functions for expired awards.
  • Independently research applicable regulations, policies, and guidance documents for contract management issues (pre-award, post-award, allowable costs, audits, etc.).
  • Process priority de-obligations and closeouts; priority will be determined by the COR or designated OAS point of contact.
  • Perform de-obligation and closeout modifications, including the full range of functions accompanying these actions.
  • Ensure accurate terms and conditions are included in modifications; provide advice and assistance to contractors and program officials on administration issues.
  • Attend meetings associated with assigned workload and respond to data calls as requested.

Necessary Skills and Knowledge

  • In-depth knowledge of procurement regulations, contract documents, and legal specifications.
  • Excellent oral and written communication skills with outstanding negotiation and interpersonal skills.
  • Ability to resolve client complaints and concerns with the willingness to take on responsibilities and challenges.
  • Independently research applicable regulations, policies, and guidance documents for contract management issues associated with these actions.
  • Skill in solving practical problems relating to contract administration.
  • Ability to conduct research and present data in a concise and well-written manner.
  • Must be organized, accurate, thorough, and able to monitor work for quality.
  • Must be able to manage high volumes of paperwork/files efficiently.
  • Team-oriented and able to deal with various personalities and communication styles.
  • Demonstrated ability to exercise tact, courtesy, and judgment in working with all levels of staff.
  • Highly proficient in using Microsoft Office Tools (Word, Excel, PowerPoint, Outlook, Teams, etc.)
  • Must be able to read and interpret information effectively, present data in a resourceful manner, and skillfully gather and analyze information.
  • Must be adept at problem-solving, including identifying issues and resolving concerns.
  • Must have proficient writing skills to generate required acquisition documentation such as but not limited to Determinations and Findings (D&F), Justification and Approvals (J&A), Memoranda for Record (MFR), etc.
  • Must know basic procurement procedures and techniques to carry out procurement assignments using the Federal Acquisition Regulation (FAR).
  • Must know negotiated procurement procedures, simplified acquisition procedures, commercial item procedures, and the laws, regulations, and precedents governing procurements by these methods to perform developmental assignments or segments of large procurement actions.

Minimum Qualifications:

  • Bachelor of Science
  • Ten (10) years aviation management experience. 
  • Five (5) years performing Program Manager duties following AR 95-20.

Preferred Qualifications:

  • Management certification and/or degree, such as MBA or PMP
