Global Solutions Network Inc is Hiring a Contracts Analyst- NIH Near Bethesda, MD

Technical Requirements:

  • Prepare, review and submit contract documentation. 
  • Analyze BPA solicitation package responses from vendors to ensure accuracy of information submitted.
  • Gather and assemble necessary data for the documentation and establishment of BPAs and prepare BPAs, modifications, letters, forms, and memos for review.
  • Process novation agreements for review and update systems accordingly.
  • Provide day-today administrative and program support to the NIH Blanket Purchase Agreement Program Office.
  • Proofread and spell-check all documents drafts and final forms prior to submitting them for review and maintain a daily back-up copy on the appropriate media of all type documents.
  • Assist contract specialists conduct market research and prepare findings.
  • Assist contract specialists review contract packages for compliance with Federal Acquisition Regulations FAR and document concerns.
  • Assist contract specialists route contract packages for approval and file documentation appropriately.
  • Assist contract specialists prepare audits for contract closeout.
  •  Assemble the necessary forms, documents, and attachments such as Statements of Work, Justifications and Approvals, Independent Government Cost Estimates, Contracting Officers Authorization Letters, etc to prepare a Federal contract or contact modification package.
  • Support analysts with BPA activity for the NIH BPA Program Branch including checking discounts, entering data into NBS, preparing analyses and ensuring that terms and conditions are appropriate for the BPA.
  • Prepare, review and submit funding documentation. 
  • Prepare price analysis memorandums for review.
    Develop and maintain tracking system of contract actions and maintain contract documentation.
  • Maintain a SharePoint site for NIH BPA Program; upload and maintain documents for BPA Portfolio.
  • Use Access database, Microsoft Word and PowerPoint.
  • Use various software packages such as the NIH New Business System NBS and the Federal Procurement Data System FPDS.
  • Generate monthly BPA usage report from BPA database currently MS Access and NBS PRISM and make recommendations to the BPA Branch Chief on maintaining or discontinuing accounts.
  • Where a new NIH vendor is not listed in the NIHNBSOFM Vendor Table, ensure that requests are prepared and submitted through Oracle to pull the vendor information from the System for Award Management SAM.
  • Update the BPA electronic vendor file with all necessary and appropriate documentation, attachments, and exhibits.
  • Assists with responding to inquiries regarding contracts.
  • Assist contract specialists respond to internal inquiries regarding contract release, evaluation and selection status.
  • Assist contract specialists receive, log and respond to external inquiries regarding contracts not related to existing RFIs or RFPs.
  • Assist contract specialists draft official communication for release to industry regarding contract activities.
  • Researches, analyzes, and interprets Federal acquisition regulations.
  • Acquire and analyze BPA account data from the NBS PRISM and the NIH Purchase Care Program Branch; determine the usage rates for BPA to recommend continuation or cancellation of agreement.
  • Researches, analyzes, and interprets Federal acquisition regulations. 
  • Interact with management and Contracting Officers within the Office of Acquisitions OA to inform them of planned acquisitions and to ensure acquisitions submitted to OA are complete and compliant.
  • Provides guidance and recommendations regarding complex and unique contract administration issues. 
  • Provide technical recommendations and assistance to the administrative staff and purchasing community on the use and application of the BPAs.
  • Coordinate and carry out a variety of special projects which include, but are not limited to, researching and compiling data for use in presentations and briefings.
  • Develops training programs and facilitates professional development of acquisition staff on contract management processes, procedures, regulations and technologies.

Additional Qualifications:

  • A minimum of a Bachelor's Degree in related field
  • Experience with Blanket Purchase Agreements
  • MS Access Skills
