GLOBAL COMMUNITIES is Hiring a Deputy Chief of Party (DCOP) -- West Bank/Gaza Improve Livelihoods and Enhance Economic Development (ILEED) Program Near West, TX

Overview:
Location: Ramallah, West Bank (future relocation to Gaza, once the situation on the ground stabilizes)
Reports to: Chief of Party

Global Communities is seeking a Deputy Chief of Party (DCOP) for the USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program was originally designed to promote resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. The activity was designed prior to the escalations in conflict and the focus of the program is now shifting to dealing with new realities. ILEED will focus on immediate response livelihood activities in a first phase response, transitioning to other components of the project once the operating environment is more conducive to the full range of livelihood and economic development activities.
The DCOP will support the COP with overall implementation of the program, including leading response activities, providing financial and operational leadership, and leading reporting and external representation efforts in the West Bank.
Responsibilities:

The DCOP will oversee operational and financial management, support the organization’s integrated vision for the program, and manage a team of senior staff to ensure quality, timeliness, and efficiency of all products and activities generated under the project. Over the initial 6 months, the DCOP will lead immediate response livelihood activities, including project set up, strategy, and coordination. When the situation stabilizes, the DCOP will work closely with the COP to develop a transition strategy to support the reintegration, set-up, and implementation of other project components related to stabilization, recovery, resilience, and humanitarian assistance. Throughout the project, the DCOP will lead communications with USAID and external representation efforts outside of Gaza.


Specific Responsibilities include the following:

  • Oversee ILEED immediate response livelihood operations in both the West Bank and Gaza (WBG) and in Egypt. Work with WBG to adjust operational standard operating procedures (SOPs) to adapt to new requirements.
  • Oversee project set-up, including hiring and managing response staff, setting strategic direction for the project, and providing interim management of the emergency team in Gaza.
  • Work closely with implementing partners to support their recovery and enable them to actively participate in their program and further develop capacity.
  • Work closely with the Senior, Monitoring, Evaluation & Learning Specialist for documentation and sharing of knowledge and emerging lessons from application of high impact project services.
  • As the situation stabilizes, work closely with the COP to provide technical direction for phase two of the project, including updated structures, implementation plans, and other activity documents and deliverable.
  • Oversee the development and submission of high-quality technical deliverables – including workplans and technical reports.
  • Ensures robust and regular representation and reporting of the project in national and regional level coordination groups, multi-sectoral forums and initiatives, including technical forums, humanitarian assistance clusters and sector working groups and relevant communities of practice.
  • Ensure continuous engagement and information sharing among community leaders, local partners, and other key stakeholders as well as building capacities in use of evidence base to inform decision making.
  • Use principles of adaptive management and data-driven continuous improvement processes and develop appropriate responses to solve challenges under tight deadlines while ensuring operational integrity and project impact.
  • Assume the position of Chief of Party role when the COP is not available.
  • Work with senior staff to ensure timely submission of financial reports to USAID, effectively and accurately communicate project progress, achievements, challenges, and utilization of funds.
  • Promote Global Communities’ values (purposeful, committed, genuine, and connected) and ensuring that all project staff demonstrate these values.

  • 30% travel within country
Knowledge, Skills and Abilities:
  • Proven ability to work in a fast paced, demanding environment, often working under pressure in insecure environments.
  • Ability to process information and synthesize for key decision- makers.
  • Knowledge of partnership management best practices, including working with local NGOs, CSOs and international and national development and humanitarian response mechanisms.
  • Strong cross cultural communication skills.
  • Previous experience in managing humanitarian responses.
  • Strong interpersonal and representational skills.
  • Knowledge of development and humanitarian response coordination structures, mechanisms, and standards.
Qualifications:

DONOR RFA/RFA REQUIRMENTS (all listed below):

  • Master’s degree in international development, or another field relevant to the Activity.
  • At least seven years of experience in senior management positions, preferably managing and leading large, complex resilience/humanitarian assistance activities in developing countries.
  • Experience in managing field operations, maintaining relationships, and managing subawards and partnerships with a broad range of stakeholders, including donors, implementing partners, and private sector entities.
  • Fluency in Arabic and English.

Desired qualifications:

  • Experience in managing similar programs in the MENA region.
