HOUSING LIAISON

Job Description

Housing Liaison will help increase and diversify housing opportunities for families and individuals experiencing homelessness. primary goal of the Housing Liaison is to identify, create, and sustain effective and innovative relationships with housing partners. Housing Liaison will collaboratively and strategically assess and expand current local housing stock to better support community partner agencies providing Rapid Rehousing and Permanent Supportive Housing services. Housing Liaison is responsible for reducing the burden on current direct service staff to resolve housing crisis issues, identify and serve clients who experience multiple barriers to housing, learn housing resources and establish a network of experts to assist with resolving housing related problems in the communities served. This is a full-time, salaried, professional position.

RESPONSIBILITIES AND DUTIES:

  1. Practice Housing First, harm reduction and other low-barrier service delivery models.
  2. Conduct on-going community outreach and presentations to various housing property owners, landlords, community partners and potential supporters about housing assistance programs and “Housing First” strategies.
  3. Create and distribute marketing materials that explain housing assistance and stability programs.
  4. Attend local Continuum of Care meetings related to coordinated entry/case conferencing.
  5. Outreach to individuals who are not currently engaged in CSTAR services who are in housing crisis or experiencing homelessness.
  6. Build partnerships with property owners/property managers to establish expedited access to low barrier housing opportunities.
  7. Possess a skilled, working knowledge of general property management practices, Fair Housing legislation.
  8. Refer and transport (as needed) individuals to initial appointments to establish services for employment, behavioral health, substance use, physical health, or other mainstream benefits.
  9. Identify and recruit landlords willing to lease to participants in various rental assistance programs, who may have barriers to housing such as criminal history, evictions, poor credit and/or minimal income.
  10. Track and report efforts to recruit property owners/property managers to participate in low barrier housing programs and monitor units netted and maintained.
  11. Receive referrals from Continuum of Care programs to assist individuals with housing stability.
  12. SOAR certification and assist individuals throughout the SOAR process.
  13. Assist with the moving on process and meet with consumers to evaluate their readiness to move on to other permanent housing options.
  14. Provide training to internal agency staff and external community stakeholders about housing related best practices.
  15. Attend Housing Outreach Liaison conference calls, webinars, trainings, and meetings as arranged by Department of Behavioral Health, the Missouri Behavioral Health Council, or Gibson Center.
  16. Work with consumers currently experiencing homelessness issues and assist them in resolving barrier to and finding housing.
  17. Follow agency policies and procedures including ethical conducts.
  18. Ensure all documentation from landlords are obtained and distributed to appropriate staff or vendor.
  19. Maintain professional boundaries with consumers, staff, and other stakeholders.
  20. Complete other assigned duties.
  21. Ensure safety for yourself, consumers, and others when conducting business.

QUALIFICATIONS:

Must have Bachelor’s in Social Work, Psychology, Sociology, or other related field and/or three years of relevant case management experience in housing.

Must demonstrate skill in developing positive, productive consumer relationships and negotiating complex service systems to obtain needed services and resources for consumers.
