As the Director, Infectious Disease Program within the Division of Medical and Clinical Services at the Georgia Department of Public Health,you will join a dedicated group of public health professionals that help support the overall mission and vision of protecting lives of Georgian residents in a variety of ways.Serves as the infectious disease director overseeing the HIV, sexually transmitted diseases (STD), and tuberculosis (TB) programs within the Division of Medical and Clinical Services. Develops and oversees the implementation of programs' goals, objectives, policies, and procedures to accomplish the mission of the Agency. Provides leadership and directs subordinate managers and staff. Maintains fiscal and administrative oversight of program activities.
Job Responsibilities & Performance Standards
Plans, organizes and implements activities for multifaceted statewide public health programs to eliminate HIV, TB, and STDs.
Ensures that HIV, STD, and TB programs in the Division of Medical and Clinical Services are operating according to program policies, government regulations, organizational goals, and evidence-based best practices.
Directs the strategic planning of goals, objectives, program development, performance measures, and evaluation of HIV, STD, and TB program services. Establishes program priorities and activities based on needs assessments, key indicators, and stakeholders’ input.
Works in collaboration with state and local public health staff and DPH leadership in developing and implementing program operations and strategies and addressing emerging concerns.
Promotes positive community awareness regarding services available.
Assists and collaborates with local and state service providers to better integrate HIV-related systems and services.
Oversees the monitoring and evaluation of HIV prevention and HIV/AIDS patient care services in 18 health districts statewide, serves as principal investigator for federal grants, ensuring compliance with CDC and HRSA guidance and federal, state, and local statues.
Organizes and coordinates the goals, objectives, and activities of the HIV/AIDS program on an intra-agency or interagency basis by maintaining liaison with state and local agencies and with federal agencies, including the Centers for Disease Control and Prevention and Health Resources and Service Administration, that relate to the achievement of program objectives.
Ensures state of Georgia is represented with the National Alliance of State and Territorial AIDS Directors (NASTAD) and other national organizations as needed.
Meets with community-based organizations and advocacy groups to provide subject matter expertise related to HIV, STD, and TB prevention and treatment.
 
Delivers speeches and lectures before professional and community groups.
Oversees management of a $100,000,000 budget that enables the state to provide HIV prevention, counseling, and testing services; purchase medications through the AIDS Drug Assistance Program (ADAP); and provide HIV care to eligible citizens of Georgia.
Oversees the planning, preparation, and administration of the HIV, STD, and TB program budgets and federal grant applications. Oversees the fiscal accountability process for general revenue funds and federal categorical grant funds. Ensures all grant deliverables are met and that all federal reporting is submitted by the federal due dates.
Seeks out additional opportunities for federal and non-federal funding to enhance and broaden programmatic activities.
Manages HIV, STD, and TB program directors in the Division of Medical and Clinical Services, evaluating employee performance.
Oversees, in collaboration with the program directors, the establishment and implementation of performance measures for all infectious disease staff (50 individuals). Interprets and enforces personnel policies and procedures. Oversees hiring and /or termination decisions in consultation with Human Resources. Assesses staff training needs.
 
Travels as required in performance of duties.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.Medical degree recognized by the Georgia Composite Medical Board (GCMB) AND licensure or license-eligible to practice medicine at a state institution or in the state of Georgia as provided by state law AND Four years of management/supervisory experience in health care services related to infectious disease.
OR
Doctorate degree in a related field from an accredited college or university AND Four years of management/supervisory experience in health care services related to infectious disease.
 
Preferred Qualifications:
Preference may be shown to applicants who possess the following:
 

• Progressive administrative and management experience.
• Experience working with community-based organizations and collaborating with stakeholders.
• Experience planning, preparing, and administering applications and budgets for Federal and State funding.
• Governmental (Local, State, Federal, or Tribal) public health experience.
• Experience in policy development, including legislation and rulemaking.
• Publication experience (peer-reviewed journals or reports) 
• Public speaking experience
