GENERAL FUNCTIONS:

The Assistant Director represents the college and is responsible for planning, organizing, implementing, and evaluating noncredit business and employee skills training programs for private and public sector organizations, including needs assessment, sales, and marketing strategies, contract negotiation and pricing, curriculum design, instructor recruitment, and budgeting. This person will serve as second in command of the BEST Center and may serve as administrator in charge in absence of the Executive Director.

SPECIFIC RESPONSIBILITIES:

Supervises the Healthcares Regional Coordinator, Project Director of Apprenticeships, Director of Rural Police Training Academy, and Assistant Director of Rural Police Training Academy.

Identifies training/educational needs of area private and public sector organizations by establishing and maintaining contacts with local business, industry and government leaders, and employers.

Promotes the College's noncredit and credit programming capabilities in education and training through company visits, marketing, and participation in various community-based business organizations.

Responsible for the overall administration of BEST Center client database, including all required maintenance, development, and input. Responsible for content accuracy and monitors the database to ensure it is up to date and timely.

Conducts sales calls based on inquiries and cold calling.

Provides needs assessments to identify the critical issues a company desires to solve through training.

Designs customized training programs for GLOW private and public sector organizations. If customization or area of need is outside of BEST Center expertise, refers to other services providers capable of providing the required training.

Develops, negotiates, and signs contracts on behalf of the College for contract training, to include content and pricing.

Recruits, hires, supervises, and evaluates trainers.

Responsible for instructor/trainer professional development including in-service training and funding of required training based on BEST Center needs.

Designs and oversees evaluation of business and employee skills training initiatives.

Reviews and selects course materials including reference materials, videos, and multimedia programs for use in contract courses.

Develops and implements business training workshops and seminars to increase BEST Center market penetration and revenue. Oversees customized online learning programs specifically designed for business training.

Develops proposals for and manages workforce training grants. Serves as the liaison between fund sources, employers, and instructors to ensure successful grant completion.

Searches for new potential grant-funding revenue, and coordinates efforts with Director of Grant Services.

Serves as a lead resource to Campus Centers for contract training.

Responsible for contract training budget planning and administration of training contract and grant funding applications and reconciliation. Recommends budget needs, approves expenditures, and monitors record keeping of support staff.

Develops promotional materials for various BEST Center activities. Supervises website maintenance and development.

Conducts formal presentations to community and professional groups as requested by the Executive Director of Workforce Development or by external audiences.

Fulfills other responsibilities as directed by the Executive Director of Workforce Development.


Job Requirements:


QUALIFICATIONS
:

Required

Bachelor's or Associate's Degree in business, accounting, education, or related field required. A minimum of three years' (or five with an Associate's) full-time experience in accounting, budgeting, human resources, customer-relations, training, or project management is required.

Preferred

A Master's degree is preferred. Grant writing, grant administration, and/or curriculum design experience preferred.

Preferred Knowledge, Skills & Abilities

Strong knowledge of contract training industry and design of customized programming for business and industry. Knowledge of current business training trends and organizational needs in management, customer service, computer technology, manufacturing, quality management, safety and health, business effectiveness and others. Strong computer, analytical, administrative, and interpersonal skills. Knowledge of adult learning methodologies, curriculum design, and course implementation a definite plus. Successful marketing experience is highly desirable. Grant writing and grant management a plus. Experience in public relations is highly desirable. Experience in trainer recruitment and development preferred. Must be able to demonstrate a strong commitment to diversity.

RELATIONSHIPS
:

This position reports to the Executive Director of Workforce Development. Healthcares Regional Coordinator, Project Director of Apprenticeships, Director of Rural Police Training Academy, and Assistant Director of Rural Police Training Academy report to Assistant Director of Employee Skills and Training. New responsibilities.

SALARY AND CONDITIONS OF EMPLOYMENT:

This is a full-time, year round position at 35 hours per week. Salary commensurate with experience. Compensation is at a rate of $48,727.67/annual. Salary, benefits, and conditions of employment are as set by the GEA contract.
