GE Corporate is Hiring a Remote Commercial Technical Proposal Manager

Job Description Summary

Under the general direction of the GE NAM Commercial Operations Director, the manager of the GE GA NAM Commercial Operations team, the incumbent is responsible for leading the inquiry to order process and providing high quality Grid Solutions projects proposals to our customers in North America. This position is a key technical resource directly supporting Sales for the definition and scoping of complex telecommunication projects. In this position you will be responsible for the overall proposal generation and associated risk review process, per Grid Solutions Deal Risk Management process, with accountability for meeting quality, process compliance and business objectives.

Job Description

Roles and Responsibilities

  • Interface with internal and external customers and identify customer needs. 
  • Ensure internal and external customers are completely satisfied with proposal/tendering support.
  • Ensure the commercial and technical aspects of each proposal are complete and compliant with customer requirements and presents GE’s solutions in the most competitive way.
  • Lead deal structure development and maximize Grid Automation product pull-through as well as support cross-selling the broader GE portfolio. 
  • Work closely with the GA-NAM Region Sales teams as a key partner in strategy development to create winning proposals to meet or exceed the region’s orders plan.
  • Support and assist in identifying market-level pricing indicators and strategy.
  • Support the GA-NAM strategy in meeting segment orders, Sales, as-sold CM and hit rate. 
  • Ensure process adherence to all Government contracting requirements. 
  • Ensure review of all contract documents by assignment have been completed as required.
  • Support proposal process improvement and proposal quality metrics.
  • Own productivity and quality through management of proposal timeliness, accuracy, defects. 
  • Use SPEAK4GE tool for deal/proposal management.
  • Acts as commercial and technical leader for complex projects proposals, working in unison with sub-PL support groups as required.
  • May require direct customer contact regarding clarification of technical and/or commercial issues related to proposal preparation.
  • Develop high-level design for complete system level and system components (includes GE or 3rd party), for a complete integrated solution.
  • Responsible for creating proposed system architecture overview drawing(s) utilizing MS Office Visio or other tools.
  • Responsible for the development of complete proposal, working closely with sales lead, execution team, sourcing, legal and other functions as required.
  • Prepare Scope of Work (SOW), System Description, Responsibility/Scope split matrices, Bill of Materials (BOM) and Tables of Compliance documents. May require working with other proposal team members or GE business members such as execution System Engineers (SEs), Technical Applications Engineers (TAEs), Project Managers (OTR PMs) Product Managers (PMs) and Subject Matter Experts (SMEs). 
  • Define engineering labor efforts for technical functions for execution of a successful project. May require consultation with appropriate OTR System Engineers or other Engineering staff.
  • Define costs of materials, obtaining vendor quotations as required.
  • Define technical requirements and deliverables for Request for Quote (RFQ) for/to GE sub-contractors as required.
  • Identify all technical risks including NPI, securing necessary business commitments maximizing risk mitigation.
  • Perform all Technical & Regulatory Standards (TRS) assessment/reviews and prepares TRS Transaction Compliance Plans (TCPs) where necessary and ensures compliance on offerings.
  • Seeks resolutions on hardware, software and/or performance related systems issues as well as other identified technical risks prior to submission of the final GE integrated solution.
  • Attend and/or lead applicable risk review conference calls with input and analysis of complete design solutions.
  • Perform all tasks and duties in compliance with Grid Solutions Policy 5.0, supporting a unified team process for the generation, review, and approval of sales transactions for the Inquiry-to-Order (ITO) process.
  • Ensure proposal source and final documentation are properly archived in the central repository in accordance with GE Document Retention Policy.
  • Lead project/solution turnover process to ensure proper handoff of complete design package to Project Manager. 
  • Abide by all GE Corporate and local policies and procedures including but not limited to Integrity, Diversity, Proprietary Information (intellectual property), Conflict of Interest, QMS and EHS.
  • Perform other related duties as assigned

Required Qualifications

  • Bachelor's Degree in Telecom Engineering (or equivalent)
  • Minimum of 5 years in Telecom design activity and/or in project management with technical background in Telecommunication

Desired Characteristics

  • Proficiency in Microsoft Office applications such as Outlook, Word, Excel, PowerPoint, and Visio are required.
  • Position is focused more toward Technical Tendering.
  • The ability to work independently within a dynamic work environment is essential. 
  • Well-developed communication, organizational and interpersonal skills are essential.
  • Excellent organizational skills as well as the ability to manage a wide variety of issues on multiple tenders simultaneously is essential.
  • Knowledge of applicable standards such as ANSI, IEEE, IEC, CSA and UL/CUL are essential.
  • Knowledge in Telecom technologies (WDM/DWDM, MPLS-TP, SONET, Radio - Microwave/UHF/VHF, Telephony, Tele-protection, PLC) is required.
  • Knowledge of IP design and networking is essential, including but not limited to L2/L3 switches, routers, firewalls, etc.
  • Familiarity with Critical Infrastructure Protection (CIP) rules is required.
  • Familiar with local area networks (LAN/VLAN), communication schemes, platforms and protocols used to provide local and remote interrogation with intelligent electronic devices (IEDs) is a plus.
  • Capable of generating network architecture design and simple panel layout drawings in Visio/Excel is a plus.
  • Capable of communication and/or network architecture diagrams in Visio/pdf is a plus.
