Gateway Services CDD is Hiring a Stormwater Environmental Specialist I Near Fort Myers, FL

Purpose Of JobUnder the direct supervision of the Public Works Director, the 'Stormwater Environmental Specialist I' position provides support and oversight for the Gateway District stormwater system maintenance activities; conducts investigations related to environmental resource management, monitoring and mitigation of water quality of five (5) water basins; implements sampling/survey procedures and analytical protocols for field monitoring; research, compile and analyze field data to comply with regulatory requirements; prepare complex technical reports and technical guidance documents; manage environmental and laboratory contracts for environmental sampling and analysis; review environmental legislation/regulations for impact on GSCDD operations; interface with regulatory and interagency committees concerning stormwater monitoring program elements and reporting and enforcement procedures; and perform other duties as assigned.
Duties/Responsibilities
  • Manage lake management contracts including, inspections of work completed at Lakes, Wetlands, Flowways, and Conservation Areas regularly.
  • Monitoring and sampling surface water to comply with federal, state, and local regulations.
  • Communicate and work with the South Florida Water Management District, Army Corps of Engineers, Lee County Natural Resources, The City of Fort Myers, and the Department of Environmental Protection.
  • Manage projects as directed by the Public Works Director.
  • Assist with the preparation of cost estimates, budgets, pay requests, federal and state reports, public information requests, and seeking environmental grants.
  • Oversee entire GSCDD Stormwater Management system (NPDES & MS4) activities for compliance with required Stormwater Permit regulations and violations including preparation and execution of the annual NPDES report.
  • Coordinate and oversee the contracts for Bathymetric studies, pond maintenance, conservation area maintenance, aerator maintenance, and stormwater pipe inspection and cleaning.
  • Assist in new installations and pipe & line repairs with private contractors.
  • Respond to water quality customer complaints; requires public outreach.
  • Assist in the updating and development of Stormwater System standard operating procedures, GIS maintenance, preventative maintenance checklists, and project task lists.
  • Receive, create, and complete work order requests utilizing computerized maintenance management software or other methods as directed.
  • Assist GSCDD staff in the research and property determinations or easement locations, plat reviews, survey reviews, and encroachment permit reviews as directed by the Public Works Director or designee.
  • Review encroachment requests within the lake maintenance easement, conservation areas or other GSCDD managed property.
  • Draft encroachment permit, easement use, easement encroachment, and invasive management requests and/or approval letters.
Knowledge And Skills
  • Knowledge of environmental-related codes, laws, rules, ordinances and regulations, and protection of public health.
  • Knowledge of the principles, practices, techniques, and instruments of water quality analysis.
  • Knowledge of scientific research techniques including the collection of sampling data and preparation of environmental reports.
  • Knowledge of industry BMPs and erosion control mitigation.
  • Knowledge of OSHA regulations and recognized safety operating practices for field monitoring activities, a safe workplace.
  • Ability to apply computer applications and software including basic computerized data analysis equipment.
  • Ability to adjust, operate, and maintain field monitoring and sampling equipment.
  • Ability to read and interpret blueprints, plats, maps, aerial photos, and diagrams.
  • Ability to prepare reports and interpret laboratory results.
  • Able to work weekends, varied shifts and odd hours as needed.
