DIRECTOR of ELECTRONIC HEALTH RECORD SYSTEM
POSITION OBJECTIVES
The Director oversees and is responsible for all aspects of administration of the information systems at Gateway Community Services. The Director is in charge of Gateway's information technology and computer system. This position includes assessing current processes, recommending software upgrades, and directing the executive team on the best processes. The Director oversees and manages the staff regarding implementation, configuration, coordination, control, maintenance, troubleshooting, security, and software changes to the Electronic Health Record and other internal data system reporting, as well as the State Reporting data flow.
ESSENTIAL FUNCTIONS
- Develop goals and strategies to ensure the EHR department runs smoothly and effectively
- Direct and establish IT-related projects pertaining to the EHR
- Plan, install, implement, and manage the EHR system and software
- Monitor changes in the EHR technology sector to discover ways Gateway can improve and develop
- Provide Project Management for implementation of agency-wide data system (for functions including service events, billing, client scheduling, utilization and performance management, state data submission, including user training and support
- Provide Project Management to act as Subject Matter Expert (SME) to program directors for the ongoing operation of agency EHR data system
- Provide leadership to the direct department staff
- Create and adapt technological platforms to improve the organization's experience
- Provide ongoing management of reconfiguration/customization of user data reports and be able to utilize reporting modules in SmartCare, SQL2008 and Crystal Reports
- Ensure timely response to internal and external requests for data
- Oversee staff that provide state data submission/reporting and bed board flow
- Troubleshoot data-related issues and establish regular maintenance of EHR
- Assist in developing comprehensive outcome performance measures
- Conduct ongoing research in available technologies, processes, environmental challenges and opportunities to maximize the efficiency and effectiveness of agency data resources
- Perform system security administration functions, including creating user profiles and accounts
- Monitor and manage system resources to maintain operating efficiency
Represent Gateway Community Service at State Reporting and Data Meetings
- Attend national and regional vendor user group conferences
- Maintain system documentation and logs
- Work in partnership with the executive staff to determine and respond to organizational needs
- Manage staff in resolving Help Desk requests for the EHR
- Maintain application security, event investigations and compliance enforcement.
- Review personnel conduct in relation to data protection
- Implement and maintain HIPAA requirements
- Perform other duties as assigned

- Must be eligible through DCF and AHCA with Level II Background checks throughout employment.

EDUCATION
· BA/BS in Information Systems/ Computer Science or related field
· Minimum of 5 years of experience in system administration; preferred 10 years
· Demonstrated competency in project management
· Experience in substance use and/or mental health disorder programs is preferred.

· Ability to recognize and respond to emergencies and life-threatening situations appropriately.
· Ability to work in a fast-paced environment.
· Ability to relate to adolescents, adults, families, referral sources, and internal Gateway team members and possess requisite competencies to effectively understand and provide appropriate services to the patient population served.
