Gaston County Government is Hiring an Enforced Collection Agent I/Ii Near Gastonia, NC

The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.

  • Researches individual business accounts once Delinquent Tax Collectors have exhausted their options by using resources such as TransUnion, Secretary of State, NC Wildlife and more to gather information on businesses and owners to add to the file.
  • Researches, creates, and codes cases in DevNet. Creates new case file for each new bankruptcy filing. Receives, sorts, scans, files and indexes all bankruptcy notices. Decides if a claim needs to be filed on a case. Emails all new notices to GEMS for their collection process.
  • Contacts delinquent taxpayers in person, by telephone or by mailed correspondence to inform them of their delinquency, its costs and the legal consequences of non-payment prior to levy; attempts collection without seizure; negotiates payment plans with taxpayers.
  • Files all other correspondences from the bankruptcy court, trustee’s office or attorney’s office. Maintains notes in the file while speaking with the debtor, the debtor’s attorney or the trustee’s office.
  • Maintains and codes delinquent business personal property account and receipts in Devnet; create and maintain a file on each delinquent business that meets the criteria; pull the most recent business listing for each delinquent account to maintain in the file (if applicable).
  • Adds each new notice to the bankruptcy spreadsheet for case management. Adds each new notice including claim amount, if claimed file to the monthly bankruptcy spreadsheet. Files cases alphabetically in the filing cabinets by status.
  • Prints accurate statements, complete a Notice of Levy Statement and get a blank Listing Form, along with other supporting documents for a site visit of the delinquent business/business personal property owner after initial 10 Day Delinquent letter has been sent.
  • Send 10-Day Delinquent Tax Notice to all business accounts and Work alongside the Business Listing Division to inactivate/abate/maintain BPP listings and follow-up with businesses after site visits via phone calls/emails.
  • Designs and maintains a partial payment contracts tracking system, business personal property files; inputs contract into computer file; updates contracts and monitors payments; prepares and mails confirmation letters, missed payment and cancellation notifications; maintains files for current, completed and canceled contracts; codes all partial payment contracts for identification on the bill file. Maintain a collections spreadsheet for BPP letters that have been sent out

versus the response of the letters.

  • Working knowledge of Business Personal Property listings and the importance of listing correctly. Progressively works toward obtaining knowledge of the Quality & Training position and QCE functions to assist when needed.

Minimum Qualifications

Enforced Collection Agent I:

  • Graduation from an accredited high school or GED equivalent AND two (2) years of clerical work experience involving word processing, computerized data entry, and records management functions. Background in customer service, experience with United States Bankruptcy Court rules and electronic filings, experience with the collection of taxes and the laws pertaining to tax collections.
  • The candidate must have strong computer skills and be proficient in the use of a calculator.
  • Able to handle stressful, fast-paced work environments, self-motivated and organized.
  • Must become certified as an assistant tax collector through NCTCA and NCDOR Real Property and Personal Property Appraiser I within 2 years of hire.

Enforced Collection Agent II:

  • Graduation from an accredited high school or GED equivalent AND four (4) years of clerical work experience involving word processing, computerized data entry, and records management functions. Background in customer service, experience with United States Bankruptcy Court rules and electronic filings, experience with the collection of taxes and the laws pertaining to tax collections.
  • The candidate must have strong computer skills and be proficient in the use of a calculator.
  • Able to handle stressful, fast-paced work environments, self-motivated and organized.
  • Must be certified as an assistant tax collector through NCTCA and NCDOR Real Property and Personal Property Appraiser I.

Work is performed in an office setting. Hand and eye coordination are necessary to operate computers and various pieces of office equipment.

Additional Information

Minimally qualified applicants will be brought in at 25% of the salary range:
Enforced Collection Agent I: $19.55/hr.
Enforced Collection Agent II: $20.53/hr.

The applicant selected must undergo a criminal background check and pass a drug screening test prior to employment.

Pay: $19.55 - $28.28 per hour
