Description
ESSENTIAL FUNCTIONS:
It is the responsibility of the Interim Care Programs Administrator to oversee the day-to-day operations of the agency’s ICC and EFC programs. He/She will serve as the gate keeper for both programs and monitor and report bed availability. He/She will work with and support the Direct Care Supervisor with providing oversight to direct care staff. The Interim Care Programs Administrator ensures that milieu programming is appropriate, deliberate and is delivered in an effective and efficient manner by via coaching, organizing, training, and assuring that both ICC operations, administrative functions, and the physical plant conditions are appropriate for youth and staff. and are compliant with Garden of Prayer Youth Center and DCFS licensing, policies, standards, and regulations. The Interim Care Programs Administrator is responsible for overseeing milieu expenditures, participating in QA functions, collaborates with Direct Care Supervisors to evaluate staff and report client progress as it relates to the milieu setting.
Screening/Intake
1. Participates and assists with the placement of youth into ICC and EFC.
2. Oversees participant orientations.
3. Reviews all referrals and will serve as the initial point of contact for intake processes.
4. Serves as a primary representative of the shelter programs.
5. Will field all calls for emergency and shelter placement.
6. Coordinate placement of youth into programs
7. Participate and oversee intake and orientation processes
8. Ensure placements are prepared to receive youth
9. Report all intake and discharges according to DCFS and GOP Policies
10. Be available 24 hours/7 days per week to field calls for placement
11. Assist with facilitating linkages to services and supports for youth
12. Links program staff to necessary staff development training and supports
Monitoring
1. Assist with managing ICC operations and activities
2. Ensures that qualified and competent staff are hired and adequately supervised.
3. Tracks youth performance while in programming
4. Monitors program performance and reports weekly or monthly to DCFS.
5. Monitors program compliance with all DCFS licensing and program policies
6. Monitors individual participant files.
7. Monitors, tracks, and report program outcome data
8. Participates in weekly shelter staffings
9. Assists with monitoring staff compliance to agency policies, risk management plans and service delivery expectations
10. Participate in external reviews and provide reports to administration
11. Works with management staff to monitor quality improvement initiatives
12. Monitors program expenses and tracks program expenditures
13. Monitors and safeguards program assets and supplies
14. Conducts regular facility inspections and participates in annual inspections (fire, public health, licensing, well water)
15. Monitors and tracks SER’s
16. Monitors and maintains client expenditure records
17. Assists with supervising direct care staff
18. Assists with the planning of participant activities and menus for Group Home Programs.
19. Assist with overseeing and controlling for the safety of youth and staff
ADMINISTRATIVE:
Documentation/Policy
1. Prepares weekly, monthly, quarterly, and annual program performance reports for DCFS and GOPYC
2. Ensures that the shelter programs are operating according to its standard operating procedures and within contractual guidelines.
3. Assists with developing, implementing, and monitoring program policies
4. Ensures that all program staff are knowledgeable of those procedures.
5. Maintains QA records and reports
Agency Activities/Trainings/Other
1. Facilitates, attends and participates in staff training provide and/or assist with providing clinical trainings
2. Ensures all HIPAA Policy and Standards are implemented and adhered to
3. Actively participates in orientation and staff training, assigned staff meetings
4. Oversees and conducts QA functions (file reviews, policy reviews, oversee staff training, risk management reviews)
5. Implements and monitors corrective action plans as needed
6. Assists and coordinates accreditation activities
7. Collaborates with appropriate staff to ensure that the agency database/tracking system supports QA functions
6. Recommends programmatic changes to improve quality, efficiency and client safety. The milieu manager will assist staff in understanding and implementing those changes
7. Participates in committees, meetings, staffings, etc., to facilitate the compliance of programs, with quality assurance and accreditation standards
Requirements
QUALIFICATIONS:
Education: MSW/MA Psych or Counseling preferred; BS/BA in Social Work, Psychology required
Experience: 5 years experience working with DCFS youth and 3 years supervisory experience in a residential or congregate care facility
Credential: CWEL License preferred
