GAP Solutions, Inc. is Hiring a Records Management Specialist Near Rockville, MD

Provide services as a Records Management Specialist in support of the overall functions of the Advanced Research Projects Agency for Health (ARPAH) within the National Institutes of Health (NIH). This position is located within SRO. The candidate will support the agency records storage planning and operations. Provide support for the agency’s ongoing efforts to ensure compliance with records management requirements and to support federal-wide records management reform efforts. Provide guidance and instruction to agency staff and contractors for the appropriate handling, maintenance, and disposition of records. Consult with the Office of the Chief Technology Officer to assure records management technology in use is consisted with ARPA-H/NIH/HHS enterprise architecture.

Duties and Responsibilities:

  • Maintain highly confidential personnel records, case files and settlement production, correspondence with attorneys and HR specialist to ensure that settlement agreements are executed. 1
  • Establish and maintain the Institute HR data bases. 4
  • Develop, maintain and utilize HR databases; compile data; create and maintain PowerPoint presentations.
  • Gather and coordinate information for review, conduct data entry and file maintenance, edit and or prepare text, data and charts.
  • Provide guidance and instruction to agency staff and contractors for the appropriate handling, maintenance, and disposition of records. 2
  • Participate in meetings and provide verbal explanation of comments, recommendations, and review outcomes; explain policy and procedural requirements to program and administrative staff. 3
  • Work closely with legal counsel within ARPA-H/HHS to ensure records/information assets are managed to mitigate records-related litigation risks.
  • Gather, compile, analyze and prepare justifications for administrative requests.
  • Develop the SharePoint by formulating a strategic plan to use for recording the material for records and confidentiality.
  • Provide guidance and instruction to agency staff and contractors for the appropriate handling, maintenance, and disposition of records - Ad-Hoc
  • Develop and provide evaluation and survey tools to enable appraisal of the ARPA-H Records Management Program - Ad-Hoc
  • Support Records Management Inspection Reviews - Ad-Hoc
  • Support agency records storage planning and operations - Weekly

Basic Qualifications:

  • Bachelor’s degree in Human Resources and Personnel Management or General Business.
  • Skilled in MS Suite.
  • Experienced in reviewing records from National Archives and Records Administration.
  • Previous federal experience with records management experience.
  • Ability to work closely with legal counsel within ARPA-H/HHS to ensure records/information assets are managed to mitigate records-related litigation risks.
  • Ability to provide guidance and instruction to agency staff and contractors for the appropriate handling, maintenance, and disposition of records.
  • Ability to support in the execution of the Enterprise Records Management Program.

Minimum Qualifications:

  • Ability to multi-task and pay close attention to detail.
  • Excellent analytical, organizational and time management skills.
  • Strong communication skills, both oral and written.
