GAP Solutions, Inc. is Hiring a Project Security Support Consultant Near Washington, DC

The Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO) has a requirement for a law enforcement and security subject matter expert (SME) to support OCSO as a Project Security Support (PSS) Consultant. The support will be performed primarily by monitoring construction project security elements through site-walks and inspections while also providing written documentation and verbal notification of security related incidents occurring on AOC construction projects located on the Capitol Complex or within 50 miles of the Capitol Complex. The PSS Consultant will be required to support special project tasks such as project phase transition coordination and site-walks with various stakeholders (USCP, HSAA, CAO, etc…) on large scale projects (i.e. Cannon House Office Building renewal (CHOBr), Senate Underground Garage Restoration, Russell Exterior Envelope, etc…). The PSS Consultant will be assigned tasks that may include, but are not limited to, physically monitoring work that impacts the integrity of security elements, large equipment/material deliveries, and events that impact AOC operations as determined by the OCSO COR. Tasks, events, and deliveries may occur on weekends, holidays, and after normal business hours.

Duties and Responsibilities:

The PSS Consultant shall provide the below services. It is anticipated that these services will be provided for “major” construction projects such as the Cannon Restoration, Dirksen Exterior Restoration, Russell Exterior Envelope Restoration, etc…however, the PSS Consultant may be required to support other projects as notified by the COR.

Subtask 1: Key Duties

  • The PSS Consultant will assist the OSCO Project Security Coordinator (PSC) in providing technical guidance to project managers (PM) in conducting the necessary planning, coordination, and implementation of security requirements for all AOC construction projects as they are outlined in the USCP Construction Security Standards. On Thursdays, the PSS Consultant will receive a weekly “Look Ahead” task outline of assigned tasks from the COR for the upcoming week. The weekly task outline could include the following any of the following duties:
    • Meet with AOC PMs (virtually or in person) to provide recommendations and guidance on how to maintain the required security requirements on AOC Agency-wide projects
    • Participate in construction project meetings (both in person and virtually) with project teams and various stakeholders to address potential and active security related issues.
    • Document and track security related incidents/violations. Conduct follow-ups with PMs to ensure identified security violations are resolved.
    • Provide written and oral guidance to PMs and project teams on equipment delivery procedures for construction projects.
    • Provide written and oral guidance to PMs and project teams on the development of construction compounds according to the USCP Construction Standards.
    • Conduct project security inspections by walking around the exterior and physically entering sites to ensure the correct security requirements are implemented and maintained, which may include by are not limited to:
      • Construction compound perimeter is properly secured with no gaps.
      • Delivery doors are secured with USCP’s required high security locks and hasps.
      • Compound security equipment are properly mounted and functional.
      • Construction materials, tools, and equipment are properly secured and stored in appropriate designated areas.
    • Document and track security related incidents/violations discovered during inspections. Conduct follow-ups with PMs and project teams to ensure identified security violations are resolved.
    • Advise AOC PMs when the need for USCP officer support for project tasks are required; assist in the coordination efforts to obtain USCP officer support which will require contacting USCP Construction Security Section personnel to initiate the process.
    • Attend meetings (virtually and/or in person) with project teams who require AOC/USCP Overtime cost estimates. Collaborate with project teams to acquire needed information to submit USCP OT cost estimates as outlined in the AOC/USCP Overtime Reimbursement MOU.
    • Review and update AOC policies and procedures related to project security to ensure the agency continues to follow the security industries best practices.
    • Provide the PSC with meeting minutes after attending a meeting independently on a weekly basis.
    • Provide the PSC with construction security inspection report within 48 hours after inspection completion.

Subtask 2: Support for Planned and Unplanned Events

  • The PSS Consultant shall be available to support planned events, such as a large deliveries or major weekend events impacting the security elements, and unplanned events such as a broken water lines that impact perimeter security elements or a security breach until the violation has been resolved. The COR will provide a written notice and/or phone call to the PSS Consultant with a minimum eight (8) hours’ notice informing the contractor support is needed at an unplanned event. The response time for unplanned events are 4 hours. During an unplanned event the PSS Consultant shall remain on site for the duration of the event or until approved to depart by the COR.

Subtask 3: Reports

  • Weekly Report: The contractor shall provide a summary report of meetings, planned/unplanned events, and issues along with resolutions that have occurred during the week’s period. Weekly report will also include any outstanding security related problems that have not been closed along with resolution progress status. Weekly reports shall include meeting minutes/notes from any meeting the PSS attends independently.
  • Ad Hoc Report: An ad hoc report is required within 24 hours of supporting an unplanned event. The report shall include start date and time, summary of events, problem resolutions and end date and time of event(s).

Basic Qualifications:

  • Minimum Education Requirements:
    • Master’s degree w/ 12 years of relevant experience; or
    • PhD w/ 10 years of relevant experience; or
    • Bachelor’s degree w/ 14 years of relevant experience; or
    • Associate’s degree w/ 16 years of relevant experience; or
    • No degree w/ 18 years of relevant experience
  • Fifteen (15) or more years of relevant experience in law enforcement or security, law enforcement liaison, and/or emergency management work
  • Knowledge of all OSHA safety rules and regulations when performing security inspections at government facilities and construction sites
  • Ability to work independently and prioritize tasks in an effective manner with minimum direction
  • Demonstrated knowledge of construction project security standards and security measures required for facilities
  • Experience in developing construction security standards by collaborating with various stakeholders
  • Strong oral and written communications skills that demonstrate a professional demeanor and the ability to interact with others with discretion and tact; able to adapt style and tone to effectively engage the audience
  • Demonstrated ability to write and edit clear, concise, conversational, grammatically correct documents (e.g., reports, special studies, policy and procedures)
  • Active Top Secret Clearance
  • US Citizenship
