GAP Solutions, Inc. is Hiring a Project Manager (Budget/Finance) Near Hamilton, MT

Provide services as a Project Manager in support of the overall functions of the Office of Operations Management (OOM), Division of Intramural Research (DIR) within the National Institute of Allergy and Infectious Diseases (NIAID).

Duties and Responsibilities:

  • Provide expertise needed to enhance and coordinate, improve, and oversee the overall functioning of the Office of Operations Management’s (OOM) planning and project management programs.
  • Schedule and maintain an accurate tracking system for all research projects and planning daily activities.
  • Manage special projects, set deadlines, assign responsibilities, track progress, and summarizes progress in various reports.
  • Develop and implement tracking tools to assist OOM in prioritizing, tracking action items, and reporting status and milestones for projects and programs.
  • Research and implement current regulations, policies, best management practices, industry standards, and procedures, and update lab staff on relevant information.
  • Arrange scientific conferences/meetings and contacts attending professionals; make travel arrangements as needed.
  • Formulate annual and multi-year budget estimates.
  • Gather and coordinates information and financial data for use in the development of annual budget estimates. Assess budgetary/resource impact of short-range plans, objectives, and decisions; appraise senior staff of outcomes, potential problems to overcome, and recommendations for changes or alternative solutions to consider in the planning process.
  • Analyze and evaluate assigned special projects and action items. Research and obtain background information for required action items. Study workflow, written guidance, regulations, and policies to obtain information about how procedures/functions (e.g., tracking systems, correspondence control, shared files, routing systems) could be restructured to improve program operations Prepare and deliver briefings to managers on study findings and recommendations.
  • Create reports for Senior Staff, and keep them updated.
  • Prepare routine and advanced correspondence including letters, memoranda, and reports.
  • Maintain inventory and initiate purchase requests and track items.
  • Prepare authorizations and vouchers for travel performed by members of the lab.
  • Write recommendation memos and other justification documents for various program needs such as funding requests and scientific staffing positions.
  • Participate in long-range financial planning.
  • Manage the development of short- and long-range plans for the campus, including the Master Planning process, project plans, special initiatives, etc.
  • Support the lab branch and facility managers on projections and funding for new initiatives.
  • Identify policies, constraints and available funds that affect the program objectives.
  • Collect data and prepares budgetary information in response to requests from AO or the program.
  • Collaborate with researchers, members of the Office of Research Facilities, members of the Office of Research Services and other branches to develop plans for RML.
  • Monitor operating fund expenditures.
  • Manage special budget or grant requests (CRADA’s, etc.)
  • Provide monthly financial reports.
  • Manage and track hiring actions
  • Coordinate with the AO and HR to ensure compliance with federal hiring practices.
  • Prepare new appointment and renewal packages for Intramural Research Training Award (IRTA) and Visiting Fellows.
  • Prepare new appointment and extension packages for Title 42 employees to include Research Fellows and Staff Scientists.
  • Serve as back-up timekeeper for the lab branch.

Basic Qualifications:

  • BS/BA in Business Biological Sciences or similar degree is required.
  • Experience with financial planning (formulating annual and multi-year budget estimates).
  • Experience with developing plans and programs to enhance operations.
  • Experience creating standard operating procedures and coordinating compliance with staff members.

Minimum Qualifications:

  • Management experience in a lab setting is a plus.
  • Extensive reporting experience (generating and reconciling*), highly preferred.
  • Familiarity with the NIH organizational structure, its goals, objectives, programs, and policies desired.
  • Ability to apply scientific expertise and knowledge of biomedical research methods.
  • Excellent writing and communication skills.
  • Ability to communicate effectively, orally and in writing, with non-technical and technical staff.
  • Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
