GAMA-1 Technologies, LLC seeks a highly experienced REMOTE Quality Assurance Automation Engineer specializing in Information Technology (IT) Infrastructure Management. The candidate will support GAMA-1's growing Cloud Services practice. In particular, the successful candidate will help drive GAMA-1's efforts to support the National Oceanic and Atmospheric Administration's (NOAA) Cloud and National Environmental Satellite, Data, and Information Service (NESDIS) initiatives. These strategic cloud initiatives intend to increase the bureau's IT efficiency, improve IT delivery, and reduce costs. The candidate must have extensive experience providing quality management services in migrating scientific systems and applications from an on-prem environment to the AWS NESDIS Common Cloud Framework. Strong experience in the areas of Agile SAFe/DevOps Quality Management and Control processes and DevOps culture change in quality management areas with provisioning enterprise-level Cloud services, including Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS) is required.

Duties/Responsibilities:

The Quality Assurance Automation Engineer will support NESDIS satellite ground systems infrastructure and the common services they provide to our global stakeholder community. These systems and services are deemed mission-critical technologies that receive, process, disseminate, store, and archive petabytes of environmental data and information collected from space daily in support of environmental science and the global stakeholder community. The candidate will be responsible for all aspects of quality assurance and compliance with applicable federal regulatory requirements to enhance existing and developing capabilities within the AWS NESDIS Common Cloud Framework (NCCF) to provide the future state of the NESDIS Ground Enterprise (NGE) with common services. This technical customer-facing role will be accountable for the end-to-end customer experience.

The Quality Assurance Automation Engineer will work with a team responsible for transitioning scientific satellite ground systems and environmental intelligence data and applications from an on-prem infrastructure environment to the AWS cloud platform (NCCF) without interruption to operations. The candidate will work closely with environmental science teams and stakeholders to: conduct a standard set of project reviews; generate a standard set of documentation; develop and refine requirements; track risks and mitigations; clean code for coding/security, apply common data formats, metadata, and compliances; adhere to standard languages, tools, and libraries; test software; validate products, perform configuration management; and prepare the systems or applications for migration.

· Write clean, high-quality scripts that test product functionality automatically.

· Conduct various tests for systems, networks, applications, databases, and software.

· Log and document errors in the tracking system.

· Identify specific cases that should be automated and discuss them with manual QA engineers.

· Develop the best automation solutions based on the client’s requirements.

· Participate in Sprint planning to define the sprint scope.

· Collaborate with cross-functional teams to find ways on how automation can improve the workflow.

· Take part in brainstorm sessions to come up with new ideas and designs that improve existing features.

· Cooperate with a development team to formulate the tasks and explain post-release user feedback.

· Work with stakeholders to facilitate technical coordination throughout the transition from the on-prem infrastructure environment to the AWS NCCF Cloud Platform without interruption to the operations

· Plan tasks and align the migration activities to the project schedule and needs

· Gather requirements and prepare Requirements Allocation Documents. Provide requirement support to each migration project and ensure traceability.

· Identify gaps and coordinate across teams to mitigate gaps

· Work with stakeholders to identify and track risks and actions

· Prepare presentations and required materials to lead and conduct project system or application migration reviews

· Ensure that all Federal (NOAA & NESDIS) established quality assurance standards, compliance regulations, and procedures are followed during the migration and work assignments

· Support program's software development migration to the cloud efforts using Agile SAFe methodology

· Conducts audits and reviews/analyzes data and documentation

· Determines and prepares documentation necessary for quality assurance and compliance

· Coordinates with customers and product owners to define a process for quality and compliance reporting

· Administers the quality and compliance control processes for software/system development for all migration work assignments

· Develop and maintain, as needed, QM processes, plans, policies, Standard Operating Procedures (SOPs), work instructions, and other documents.

· Support and advise stakeholders and product owners on approved QM policies and procedures

· Provide QM guidance/support to the team and program manager throughout the project life cycle

· Responsible for operations of the test environments, including refreshing the environments

· Collaborate with other areas in Quality Engineers, Program Managers, System Owners, and the infrastructure and development community to provide required environment support as it relates to quality assurance and compliance

· Works closely with the infrastructure team to make sure the environments are up to date with requirements for migration to the cloud platform

· Identify and administers testing related tools and make sure the quality control tools are up to date with the latest patches

· Provides quality assurance testing for all systems to ensure the migration to the cloud is without disruption to operations

· Produces lists of issues/conflicts/problems that are to be resolved and incorporated into future migrations as required.

· Communicates with all parties about formal testing plans, problems, and results before migration

· Develops technical documentation and reports

· Manages the quality assurance and control process for all changes to the baseline IT infrastructure

· Ensures all migration processes are adhered to appropriately throughout project lifecycles

· Ensures all existing migration processes are fully documented, suggesting improvements, updating documentation, and communicating all process changes to relevant stakeholders

· Identify and create standard test environments to support system, integration, UAT, and modeling during system and application migrations to a cloud environment

Required Skills/Abilities:

The successful candidate must be self-driven and possess the analytical skills to resolve challenging technical issues, often through collaboration with other technical subject matter experts. The candidate will serve as a technical resource to the team regarding all quality management and compliance management processes. The candidate must demonstrate the ability to think strategically about the customer's business needs and requirements, propose and develop quality management and compliance solutions, and solve technical challenges.

· Familiarity with environmental science concepts and systems is a plus.

· Experience with IT Infrastructure, Quality Management, and Compliance tools

· Experience with Agile life cycle process.

· Basic understanding of DevOps methodology and continuous integration & continuous delivery (CI/CD) concepts and practices.

· Knowledge of hardware and software configuration management concepts, goals, benefits, and standard strategies to achieve those goals

· Familiarity with scripting language skills is required in Java, PHP, PowerShell, Bash, Perl, Ruby, or Python preferred.

· Experience with SCM tools such as Git, GitLab, ClearCase, etc.

· Experience with JIRA RoadMaps, Xray, Zephyr, and other JIRA modules is preferred.

· Experience documenting and providing training on quality and compliance processes, work instructions, etc.

· Understanding of cloud computing technologies, IT business drivers, and emerging computing trends and technologies.

· Experience and understanding of large-scale infrastructure deployments in enterprise-wide environments required

· Proven track record of building deep technical relationships with senior IT executives and growing data services in mission-critical/significant or highly strategic accounts

· Experience with Amazon Web Services, code-defined Infrastructure, quality management tools, and CI/CD

· Experience in large-scale enterprise IT environments

· Experience in a consultative, client-facing consulting role

· Knowledge of Cloud development patterns and strategies (including IaaS, PaaS, Security, Compute, Storage, and networking)

· Experience in high-performance computing (HPC) and clusters, machine learning, artificial intelligence (ai) applications, and frameworks in a cloud environment

· Excellent written, verbal, and analytical skills

· Ability to obtain a Public Trust Clearance

Education and Experience:

· BS/BA in Computer Science, Physics/Atmospheric Science, or other related disciplines

· 6 years of experience large scale IT Enterprise Infrastructure Quality Assurance and Control Management Experience

· 2 years of experience providing quality assurance and control during Critical Mission Operational Systems and Applications migrations from on-prem infrastructure to cloud platform environments is required.

· Preferred Certification - AWS Certified DevOps Engineer – Professional or AWS Cloud Practioner, ASQ Certified Software Quality Engineer (CSQE)
