Job Summary

The Safety & Environmental Specialist will collaborate with other safety personnel on workplace safety plans, risk assessments, procedure reviews, etc.

while playing a key role in maintaining compliance, the incident reporting and analysis process, and will work closely with leadership and technicians to develop and implement corrective actions to prevent recurrence.

The Safety & Environmental Specialist is responsible for promoting a company culture focused on the company values including safety and injury prevention, risk mitigation, and environmental best practices in support of the Safety Management System.

Job Responsibilities, Required Knowledge

  • Serve as the OSHA Competent Person per 29 CFR 1915.7, designated in writing by the Company.

  • Accountable for the site’s occupational health and safety management system
  • Administer facilities Spill Prevention, Control, and Countermeasures (SPCC) Plan and inspections.
  • Administer fleet potable water sampling and analysis.
  • Administer the site’s safety, environmental, and risk management system requirements while driving continual improvement of the site’s environmental performance.
  • Assist with quality, environmental, and health and safety training programs for site employees.
  • Assist with safety incident investigations, work with key stakeholders to develop cause / effect analysis, and identify corrective actions.
  • Ensure compliance with local, state, and federal safety rules, and regulations, with a focus on OSHA requirements.
  • Conduct risk assessments as needed to reduce workplace injuries.
  • Perform Data collection and analysis.
  • Develop training content and / or propose external training opportunities to the Training and Development Department
  • Ensure certification requirements are met in a complete, accurate, and timely manner
  • Evaluate vendor safety programs and liaison with vendor HSE personnel
  • Improve workplace performance by promoting an incident-free workplace, identifying, and mitigating safety risks, and implementing safety programs
  • Manage and track all waste streams

  • Vessel Waste Tracking
  • Manage OSHA Hazard Communication Standard (HCS) including SDS database for all chemicals. 3E online.
  • Manage Storm Water Pollution Prevention Plans (SWPP)
  • Oversees the various facets of quality, safety, environmental, and risk management systems.
  • Support Hazardous Substances Management Program (new chemical approval, SDS updates, quarterly audits, exposure calculations, in-house hazardous chemical container labeling)
  • Support near-miss / hazard observation and behavioral-based safety for shoreside personnel. Develops corrective and preventive actions (CAPA).
  • Track internal safety, environmental, and risk performance while analyzing and communicating trends and coordinating cross-functional improvement actions.
  • Manage Ballast Water Management (BWM) policies and recordkeeping.
  • Manage Vessel General Permit (VGP) requirements Annual Reporting and Notice of Interest (NOI)
  • Ensure compliance with OPA 90 mandated requirements and National Preparedness for Response Exercise (NPREP) guidelines
  • Administer Non-Tank Vessel Response Planning (NTVRP), including exercise planning and associated training development.
  • Serve as Alternate Qualified Individual (QI)

Education & Experience

  • A High school diploma or GED is required; an advanced degree is preferred; extensive experience may be considered in lieu of education
  • Requires proficiency with computer hardware and software to include Microsoft Office applications, using a computer with a keyboard and mouse, navigation with a web browser, checking and sending email, and use of internet search engines
  • Specialist in Safety and Health (SSH) General Industry with experience in 29 CFR 1915 Standards for Shipyard Employment
  • Experience in the development of HSE process controls

Required Licensure & Certifications

Requires an active and valid driver's license

Working Conditions

Work hours will be assigned based on business needs however, work hours will typically be Monday-Friday from 8 : 00 am to 5 : 00 pm.

By request from the VP of HSSQE, work hours may include irregular hours to assist in completing special tasks or assignments

  • Out-of-regional travel may be required to attend training, seminars, or work-related events
  • Work will be performed in the office, field, or remote setting if the job can support remote work and is approved by the department manager and department director or executive

Special Projects

  • Assist the management and or executive team when requested to complete special projects and complete all assignments within a negotiated time frame established by the department manager
  • Completion of other duties as assigned by the department manager as it relates to the program and position
