Freeborn County is Hiring a Child Support Enf Aide Near Albert, MN

Position Details
This position utilizes the Prism computer system to establish, maintain, and enforce court orders for collection of child support, and assess cases for compliances. This position coordinates case management and/or enforcement activity with Child Support Officers to determine if additional enforcement or modification is appropriate. This position educate and communicates with clients to assist them in becoming proactive in the management of their child support case.

Duties and Responsibilities
  • Case Initiation Maintenance.
  • Enforcement of child support.
  • Provides case analysis and court order compliances.
  • Provides clear and concise communications and collaboration.
  • Manages projects and case maintenance.
  • Provides data base access and technical knowledge.
• Communicates regularly with supervisor and co-workers. Updates with client concerns and documents. • Creates, generates, and distributes reports.
  • Assists in implementing program changes as mandated by the legislature and the
Department of Human Services.
  • Handle case correspondence and performs necessary case maintenance.
  • Prepares monthly caseload statistics for supervisor to ensure that program deadlines are
met.
  • Responds to written and phone inquiries from custodial and non-custodial parents, other
staff, counties, states, attorneys and payers of funds.
  • Coordinates with the Department of Corrections and various treatment facilities to verify
status and anticipated completion dates for non-custodial parents, when applicable.
  • Monitors on-going accounts for compliance with court orders and recommends action with
regard to delinquent accounts.
  • Analyzes accounts by calculating support due, support paid, reviewing payments to ensure
that balances are correct and reviews accounts to ensure that billing information is correct. • Audits the files, ensuring that court order and judgements are docketed correctly.
  • Researches a vast range or corroborating databases to verify and obtain current drivers’
licenses, wage match, address and employer information for the custodial and noncustodial
parents; researches public assistance status, Social Security information and any
related child support cases.
  • Investigates the identity, location and financial status of absent parents by making telephone and written inquiries to individuals and agencies reviewing relevant case files.
  • Interview applicants to obtain factual information in completing necessary paperwork and to
open and maintain IV-D case files.
  • Evaluates and processes caseload in order to proceed with legal action in proper
jurisdictions, including counties throughout Minnesota, and other counties through interstate
processes, by identifying and obtaining sufficient documentation required for child support
officers to establish court orders for child support or paternity, or proceed with support
enforcement actions.
  • Requests paternity affidavit and/or financial statements from custodial parents/ noncustodial
parent in person, by phone and/or through written correspondence.
  • Reviews court orders establishing support payments and updates the computer system
which generates billings, case management reports and statistical reports.
  • Answers phone calls, returns messages, and schedules appointments for clients.

called upon to perform a variety of duties as part of their role with the County.

Position Requirements

Knowledge, Skills and Abilities
  • Ability to work with limited supervision to carry out the established objectives of the job;
  • Ability to analyze problems, describe problems to state helpdesk staff and implement
recommended solutions;
  • Ability to establish and maintain effective working relationships with vendors, state helpdesk,
co-workers and agency administration;
  • Ability to effectively explain the operations of systems to new and existing department staff;
ability to organize and conduct training when changes are implemented;
  • Ability to handle frequent procedural changes and client personal and financial crises;
  • Ability to accurately and rapidly process detailed information and locate errors and omissions
that could impact department operations; • Ability to establish and maintain accurate and systematic records;
  • Ability to communicate effectively orally and in writing.

Education and Experience

  • Requires a high school diploma;
  • Three years of increasingly responsible clerical experience or experience working with the
public.
Licenses/Certifications
This position will require the acquisition and maintenance of the following additional certificates/licenses:
  • Certifications for access to state systems
  • Must be Merit System certified

Physical and Mental Requirements
Positions in this job typically require: prolonged periods of sitting. The job requires feeling, manual
dexterity, grasping, talking, hearing, typing, and seeing. There is frequent exposure to computer
keyboards and display screens. This position requires intermittent exertion up to 50 pounds of force and
the ability to lift, carry, push, pull and move objects. This position must occasionally work with a high level
of detail or deadlines. There is occasional exposure to pressure from department staff to resolve
problems quickly.

Work is performed in an office environment with direct client contact in the office. There is some exposure
