Frederick County Government is Hiring a Director - Emergency Preparedness Near Frederick, MD

Exempt; full-time; 40 hours per week; Monday - Friday; 7:30 a.m. – 4:30 p.m.; full benefitsA first round of application review will be performed on Tuesday, March 26th. To ensure immediate consideration is offered to you, it is suggested to submit your application materials prior to 4:00 p.m. on Monday, March 25th. This professional, administrative, and supervisory position is responsible for leading the activities of the Department of Emergency Preparedness under Frederick County’s Division of Emergency Management. Supervision is given to departmental employees; supervision is received from the Division Deputy Director - Emergency Management Division.

  • Coordinate the development, revision, and exercising of all-hazard preparedness, mitigation, response and recovery plans with local, State, Federal and private partners
  • Supervise, direct and evaluate departmental staff performance in the conduct of emergency management planning and preparedness activities, including assignment of task priorities
  • Provide leadership to staff in setting goals and objectives in fulfilling departments mission and goals
  • Coordinate and communicate the development of policies relating to emergency preparedness and planning with municipalities, other divisions and their first responders 
  • Direct, develop, and administer the Departmental budget; conduct multi-year budget analysis and inform the Capital Improvements Program budget
  • Assist in the development of grants provided to the Division through the Maryland Department of Emergency Management or other grantor agencies
  • Create content and conduct preparedness outreach presentations to improve the publics’ readiness for and response to emergencies 
  • Maintain and regularly review the Integrated Preparedness Plan and report on progress to the Division Deputy Director
  • Coordinate the activation of the Emergency Operations Center to provide planning and technical assistance to first responders and appointed or elected officials, and respond to emergency scenes or disaster incidents when appropriate
  • Coordinate alert and warning operation and policy revisions to public warning systems in cooperation with the Department of Emergency Communications
  • Develop a coordinated planning effort of measurable outcomes and strategies with input and direction from the County's Emergency Management Policy Advisory Committee (EMPAC) and facilitate the EMPAC Planning Subcommittee
  • Conduct action reports and assist in the evaluation of past emergencies and disasters 
  • Assist in the development and revision of formal mutual-aid agreements to facilitate effective utilization of assets during large-scale emergencies or disasters 
  • Plan and lead the Local Emergency Planning Committee in coordination with the Division of Fire and Rescue Services
  • Perform other related duties as required

  • Bachelor's degree in Fire Science, Emergency Management, Homeland Security, Public Administration, Business Administration or a related field
  • Minimum 7 years of progressively responsible fire and rescue, law enforcement, military, or emergency management work experience that includes coordination of local, State, regional, or Federal emergency management/homeland security activities
  • Minimum 2 years of supervisory work experience
  • Possession of a valid automobile operator's license
  • NOTE: A related advanced degree may substitute for up to 2 years of the 7 year work experience requirement.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Extensive knowledge of local, State, and national laws and standards as they apply to the field of emergency management/homeland security
  • Extensive knowledge of current aspects of computer hardware and software as they apply to emergency management/homeland security
  • Working knowledge of Frederick County geography and surrounding areas
  • Ability to effectively administer budgets and other fiscal matters
  • Ability to effectively supervise professional, administrative, and technical staff, and ability to effectively administer personnel matters
  • Ability to effectively and quickly respond in emergency situations
  • Strong and effective spoken and written (English) communication skills, including public speaking skills and the ability to effectively respond to questions and requests in a public forum without advance preparation
  • Ability to develop and maintain effective working relationships with co-workers, elected officials, government agency personnel and the general public
PREFERENCE MAY BE GIVEN FOR:
  • Work experience in local government and/or local emergency management agencies
  • Advanced degree in a related field
  • Emergency Management planning development experience
  • Experience leading the response of emergency incidents
PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
  • While working in this position, the employee is required to frequently sit, walk, move, traverse, lift up to 50 pounds and make repetitive motions; occasionally climb, stoop, kneel, crouch, crawl and drive
  • While working in this position; the employee is required to frequently work indoors; occasionally work outdoors, in hot temperatures (above 100 degrees), in cold temperatures (below 32 degrees), work in dirty, dusty, noisy and confined spaces, work at heights, work below ground level, near machinery, exposed to chemicals and fumes, and is required to wear protective equipment; and rarely walk on uneven ground, and has potential exposure to infectious diseases
  • Available for evening and weekend hours as needed for meetings, presentations, etc., and available on-call for emergency situations
  • This position is considered an essential employee when the County emergency operations center is activated
  • The probationary period for this position is 12 months
  • This position is designated as security-sensitive and requires a satisfactory background investigation, conducted by the Frederick County Sheriff's Office, in accordance with established Frederick County policy
EXAMINATION PROCESS (may include):
