Frederick County Government is Hiring a Communications Manager - Economic Development Near Frederick, MD

Exempt; full-time; 40 hours per week; Monday – Friday; 8:00 a.m. – 5:00 p.m.; full benefits

This professional position will manage the communications program for the Frederick County Division of Economic Opportunity by working with the Business Intelligence and Promotion team. The position will oversee Frederick County Division of Economic Opportunity social media presence, publications, websites, press releases, podcasts, and pitch services. In addition, this person will serve as the municipality outreach coordinator and assist with Frederick County Division of Economic Opportunity events. Supervision is received from the Senior Business Development Manager, Business Intelligence and Promotion for Frederick County Division of Economic Opportunity .

  • Develop communication and public relations strategies to achieve Frederick County Division of Economic Opportunity's mission 
  • Strengthen and promote Economic Opportunity's brand and disseminate communications to key audiences and stakeholders
  • Create marketing and communications collateral to ensure that it is consistent with the Growth Opportunity Strategy, including white papers, website copy, and more; ensure style and Economic Opportunity's brand for all public relations, marketing, advertising and other vital efforts
  • Lead, implement and develop municipality outreach strategy; lead municipality outreach program and provide information on available resources and programs for businesses to start, expand and locate
  • Coordinate and conduct meetings with Municipal leaders, Main Street Managers and economic development partners in each municipality; coordinate and visit businesses with FCOED Business Development team
  • Understand and be able to clearly communicate value of Economic Opportunity's services via video, email, press release, and other digital and print media
  • Establish and manage contacts with media representatives and make arrangements for media coverage of Economic Opportunity's business locations and expansions, services and events; coordinate media relations to include participation in radio and television interviews, the distribution of press releases, newspaper articles, and other news and promotional materials concerning the FCOED, accomplishments, and events of public interest; make press kits; coordinate press briefings with the Frederick County Communications and Public Engagement Office
  • Manage and develop digital advertising and social media schedule and placement
  • Write ads, social content, blog posts, press releases, etc.
  • Plan, coordinate and execute special or assigned events 
  • Manage project budgets, negotiate with vendors, attend and manage events
  • Assist with prospect tours and visits to Frederick County
  • Develop materials, attend and coordinate tradeshows to support business development efforts
  • Develop strategies for podcast services to Frederick County businesses
  • Monitor current economic development marketing trends and activities
  • Perform photography duties and manage resources when necessary
  • Represent FCOED at internal and external meetings as required
  • Work closely with County departments including the Office of Communication and Public Engagement, the Division of Planning and Permitting, and Frederick County Workforce Services
  • Perform other related duties as assigned

  • Bachelor’s degree in marketing, communications, public relations, or related field 
  • Minimum 5 years related work experience in marketing, communications or public relations 
  • Intermediate skills in social media platforms including (but not limited to) FaceBook, Instagram, X (Twitter) and MS Office Suite
  • NOTE: Additional work experience may substitute for a portion of the education requirement
  • Possession of a valid automobile operator’s license

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to maintain County Authorized Driver privileges
  • Considerable knowledge of the principles, practices, and methods of informational and public relations writing, and of related media relationships, marketing and graphic arts 
  • Considerable knowledge of current communication technologies appropriate for the dissemination of information; graphic arts; and video and television, radio and publication related standards, social media, tools and techniques
  • Ability to produce informative and interesting news releases, special articles, reports and other materials
  • Ability to effectively access and utilize computerized systems, including the ability to effectively utilize computers for graphic arts design and production
  • Ability to effectively organize work, determine priorities, effectively handle multiple priorities, complete detailed projects with short timelines, make independent decisions and complete assigned duties with minimal supervision 
  • Ability to develop and maintain effective working relationships with elected and appointed officials, business executives, developers and related professionals, co-workers and the general public 
  • Strong and effective spoken and written (English) communication skills, including public speaking skills
  • Ability to effectively multitask and to organize work, establish priorities, make decisions, and complete assigned duties with minimum supervision
  • Willingness to learn new techniques and platforms, research if necessary, and troubleshoot

PREFERENCE MAY BE GIVEN FOR:

  • Certified Economic Developer (CEcD) or equivalent industry-recognized certifications

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:

  • While working in this position, the employee is frequently walking, sitting and performing repetitive motions; occasionally lifting up to 20 pounds, pushing and pulling up to 40 pounds and driving; and rarely climbs and stoops
  • While working in the position, the employee is constantly working indoors; and rarely works outdoors, walks on uneven ground, works in dirty, dusty and noisy environments and works near machinery
  • While working in this position, the employee will be required to periodically visit and tour manufacturing facilities, distribution centers, construction sites and other various business locations. These sites may be indoor, outdoor, include walking on uneven ground and climbing stairs. Exposure to dirty, dust, noise and machinery/construction equipment may also occur. 
  • While working in this position, the employee will be required to transport, carry and setup exhibit booths and materials. This may include pushing or pulling of the exhibit display case, carrying boxes of materials, and reaching, stooping, kneeling and crouching in order to set up the display area
  • Ability to provide own transportation to meetings 
  • Available for varied working hours/days, including evenings and frequent regional and some national travel
