SUMMARY Performs a wide variety of clerical and office tasks in the Sheriff’s Office, requiring specific knowledge of the Corrections Department and/or Countywide functions and procedures to perform work and to provide detailed, technical servicing to the public. Requires specific knowledge of departmental functions and procedures for efficient care, custody, control, and processing of all property and evidence which comes into the possession of the Sheriff’s Office and Corrections Center. Greets and assists the public, staff and other agencies by phone or in person by providing detailed information as authorized from sources such as published manuals and procedures; refers inquiries/visitors to appropriate department or individual when necessary.ESSENTIAL FUNCTIONS OF THE JOB
Evidence Tech and Sex Offender Registrar
Retrieves, records, stores, and inventories evidence and property in the custody of the Sheriff’s Office.
Enters and tracks records of evidence and property, per procedure, into the appropriate systems.
Monitors the evidence/property room in the Sheriff’s Office by only permitting authorized personnel.
Transports evidence to appropriate crime lab or sends evidence to the appropriate technical laboratory.
Testifies in court regarding evidence handling and chain of custody.
Returns, disposes of evidence, or converts it to departmental property as permitted by law.
Provides registration and updates of all level sex offenders within Franklin County per procedure.
Serves as primary contact for public and law enforcement agencies for all Registered Sex Offenders (RSO) tracking in Franklin County.
Interacts with local detectives, police officers, US Marshalls, Department of Corrections and ICE for tracking, deportation, violations and arrests of RSO’s.
Quarter Master
Orders and receives uniform/gear requests per established procedures.
Maintains and updates storage room inventory.
Responsible for uniforms and duty gear for new hires.
Issues CPL’s to city and county residents per established procedures.
Process pistol transfer applications per established procedures.
Completes TAC requirements as required by the State of Washington and the Federal Bureau of Investigation (FBI) following established protocols.
Enters all records into appropriate databases in a timely manner.
Records Specialist
Prepares, maintains, and disseminates detailed records, logs, and statistics; establishes and updates manual and computerized record keeping systems; verifies data; enters and edits reports or information; retains and retrieves files, requiring knowledge of department procedures. Records public disclosure activities in established tracking systems to ensure compliance with legal timelines and reporting requirements.
Initiates completion of regularly recurring reports and standard form letters. Maintains accumulative records, making periodic audits as necessary; maintains follow-up system on reports and other forms requiring action on a periodic basis.
Provides law enforcement and court personnel with requested information ensuring all procedures are followed.
Analyzes public requests for compliance per established procedures ensuring timely responses.
Follows Washington State Archives Retention Schedules regarding retention of records and prior to destroying records.
Responsible for maintaining accounts payable, accounts receivable and billing. Including contract services, department purchases and costs related to the incarceration of offenders.
Testifies in court regarding fingerprints, ID clarification and transports.
Responsible for scheduling meetings, appointments, reserving conference rooms, vehicles and making travel arrangements as instructed.
Assists the courts by processing sentencing papers, complaints, extraditions, warrants and other documents and forms as necessary.
Classifies all offenders in the corrections facility, rating them based on criminal history, behavior and requirements.
Assists staff and the public in establishing in-person and virtual visitations as well as processing commissary orders.
Process all offender mail, incoming and outgoing, for compliance with departmental policies and procedures.
Maintains departmental records as well as verifying and updating fingerprint records to ensure criminal history is accurate for each incarcerated offender. Work with state and federal agencies for any missing records or incorrect information.
Assists with the onboarding of new hires, getting software systems set up and providing necessary information and instruction, including all paperwork.
Process payroll for the department, ensuring accuracy and timeliness. Assist in maintaining the schedules of employees, ensuring staffing needs are met and communicated as needed.
Assist Commissary/Visitation Clerks with phone card records, distribution of library books, orders supplies, and helps with visitation.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to communicate accurately and clearly both orally and in writing.
General skills in Microsoft Office Suite, the internet for research and the ability to learn and develop proficient skills in the County-wide enterprise software, and other online portals for state agencies.
Ability to exercise a high degree of independent judgment and discretion and maintain the confidentiality of sensitive and confidential information.
Ability to work independently, prioritizing and organizing work with minimal supervision.
Time management, mental and physical organization skills that support the ability to focus, have clarity, and use strategy to fulfill a variety of tasks successfully.
Ability and willingness to establish and maintain communication and working relationships with peers, representatives from other agencies, vendors, public officials, and the general public using courtesy, tact, and good judgment.
Ability to effectively respond to abnormal facility conditions, situations, while maintaining composure and self-control under adverse conditions, e.g., offender harassment, ridicule, and emergent situations.
General knowledge of Franklin County business and financial acumen and the application and interpretation of Franklin County policies and procedures and federal, state, and local rules, laws, regulations, legislation, codes, and ordinances as they relate to area(s) of assignment.
Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and relationships.
Knowledge and ability to follow safe working procedures.

Work is performed independently in an office setting with extended periods of sitting, standing, bending, kneeling, walking, and lifting up to 50 pounds from floor to counter 36” high.

Potential for working evenings, occasional weekends, holidays, overtime, and out of town travel.

Duties require close contact with convicted felons through fingerprinting and DNA collection, causing exposure to biological hazards.
Duties may require exposure to dangerous chemicals in the collection and analysis of evidence or biological hazards in the collection of processing body fluids as evidence.
Duties may require exposure to dangerous chemicals in the processing of offender mail.
Duties require exposure to the secure areas of the Corrections Center and offenders. Exposure to physical hazard may occur occasionally when working with hostile offenders with a potential for violence.
SPECIAL CONSIDERATIONS (IF APPLICABLE - NOT NECESSARY FOR EXEMPT LEVEL POSITIONS) May be required to travel routinely within the local community to perform duties.QUALIFICATIONS REQUIRED EDUCATION AND EXPERIENCE
High school diploma or G.E.D.
Two years of progressively responsible clerical experience.
OR
Any combination of education and experience, which would provide the applicant with the desired knowledge, skills, and abilities, required to perform the job.
PREFERRED QUALIFICATIONS (IF APPLICABLE)
Has worked in criminal justice or the public sector.
Customer service experience.
ACCESS 2 Certified.

Employment at Franklin County is contingent upon the results of a background check and eligibility for coverage by the County’s liability insurance carrier. Depending upon the position, background checks may include personal and professional references, social security verification, education and professional licensing verification, financial history, and criminal history.
Valid Washington State driver’s license, with no restrictions, if driving a vehicle for County business.
Must pass all Civil Service testing requirements

Must be 21 years of age
