General Summary
Under limited supervision, the Residential Manager is responsible for overseeing the daily management of a low-income housing tax credit community, including day-to-day operations, managing and maintaining the community, addressing resident concerns, and developing and supervising staff members. Also includes ensuring adherence to all Fair Housing, EEOC, MSHDA, Federal, State and Local laws and regulations, and FOURMIDABLE policies and procedures.
Essential Job Functions
- Develops and attain goals for achieving 95% or higher occupancy
- Strives for a delinquency rate of 2% or less of gross rent potential, and a bad debt rate of 1% or less of gross rent potential
- Understands the lead to lease process for an affordable LIHTC community
- Ensures that the waiting list and income targeting policies and procedures are strictly adhered to
- Follows up with all prospective residents who inquire about apartments on the telephone and/or e-mail
- Presents the apartment community and apartments to prospective residents, with and without appointments, in best efforts to secure a commitment to lease
- Responsible for walking make ready apartments and notifying the Lead Service Technician of any remaining deficiencies in the apartments and common areas
- Records prospect information, appointment dates and times in PMS (property management software)
- Maintains follow-up communication with prospective residents. Completes thank you notes/emails on a daily basis to all visiting prospective residents. Places follow-up telephone calls for the purpose of securing a future appointment to lease. Maintains communication, via the telephone and email, with all prospective residents until they either return to lease, or until the prospective resident secures an apartment elsewhere.
- Develops and oversees resident activities, programs and services in order to establish and maintain the highest level of resident satisfaction and retention
- Regularly oversees progress of service requests and preventative maintenance tasks.
- Conducts/oversees recurring building and apartment inspections to maintain and improve the standards and conditions of the community
- Meets weekly with Maintenance Supervisor to set goals and priorities to ensure maximum productivity
- Hires, trains and motivates staff as required to ensure individual effectiveness and successful utilization of skills and knowledge to maximize employee productivity, communication and personal development
- Ensures that all staff members are adequately trained and obtain company required certifications or licenses
- Ensures proper staffing levels are maintained and make recommendations for changes
- Conducts annual performance reviews and evaluations, ensuring they are conducted on a timely basis for all staff members
- Responsible for ensuring that all Policy and Procedure Manuals are maintained and updated on a regular and consistent basis, as provided by FOURMIDABLE corporate personnel
- Assists Regional Property Supervisor with budget preparation by providing necessary information. Monitors budgets and monthly financial reports
- Acts as a representative of FOURMIDABLE with staff, suppliers, contractors, residents, clients, and the community to ensure achievement of long and short-term goals
- Able to accurately calculate rents, pro-rate leases, qualify potential residents, perform rent postings and accounts payable information
- Performs other duties effectively, as assigned or appropriate, to improve productivity, company/owner profit and resident services
- Must keep current with product knowledge of their apartment community, their primary competitor communities, including rental rates, apartment type/style breakdown, apartment size, community amenities, location, resident selection criteria, management services and management/ownership, competitive deposit and lease term information
- Gather and maintain pertinent marketing information such as: 1) Monthly competitive market surveys 2) Daily Traffic analysis 3) Statistics for completion of the Weekly Marketing Report 4) Quarterly Marketing Plan
- Generate marketing ideas and develop creative outreach strategies to achieve maximum occupancy
- Responsible for ensuring the preparation of the monthly resident newsletter
- May be required to work days, evenings, weekends or holidays as required
- Other related duties as assigned
Supplemental Job Functions
- Participates in meetings and seminars to ensure that residents, employees and owners needs are met and to keep informed of all new and approved techniques and philosophies
- Participates in the development of creative programs to maintain or increase occupancy, resident, owner and employee satisfaction
- Plans and problem solves with the Regional Property Supervisor, leasing staff, maintenance staff and/or owners as necessary using agreed upon methods in an effective fashion
- Conducts regularly scheduled staff meetings to ensure effective communication between all staff members
Minimum Job Qualifications
- Three (3) year plus experience in property management
- Three (3) year plus experience working at a LIHTC community
- Must be computer literate in PMS (property management software) and MS Office applications
- Must be able to become proficient on all applicable property management software systems within three (3) to six (6) months after training
- Employees working within the state of Michigan must have or obtain Michigan Real Estate licensing within 12 (twelve) months from date of hire
- One (1) year plus supervisory experience
- Must possess excellent communication skills (both verbal and written)
- Must possess ability to work in a diverse environment
- Must possess ability to practice patience under pressure when dealing with confused or upset residents to ensure a positive outcome. Also possesses qualities such as active listening, empathy and problem-solving
- Must be able to attend outside activities at other locations, including but not limited to daily banking, trainings, meetings, conducting outreach, etc.
- Must possess excellent knowledge of all applicable Federal, State and Local regulations, including Fair Housing

- Must possess a high school diploma or equivalent
Preferred Job Qualifications
- Three (3) years experience in property management, including supervisory experience
- Two (2) years plus experience working as a Manager at a LIHTC community
- One (1) year plus marketing and/or sales experience
- Possess Entrata PMS computer experience
- Possess a four (4) year college degree in a related field
- Background with restaurant or hotel management
